Ten states from across the country have been selected as part of a unique program designed to grow and strengthen their manufacturers. Over the course of the next year, interdisciplinary state teams will meet together in Washington, D.C., and separately in their home states, to develop and refine strategies impacting manufacturing industries.

A new program designed to support additive manufacturing (AM) technology insertion into the existing U.S. Army supply chain could also grow the southwestern Pennsylvania manufacturing sector. Catalyst Connection, in partnership with the National Center for Defense Manufacturing and Machining (NCDMM) and America Makes, launched AMNOW, a potentially multi-phase, multi-year contract funded by the U.S. Army Combat Capabilities Development Command (CCDC) under the U.S. Army Futures Command.

Governors’ focus on initiatives particular to their state in this latest round of state of the state addresses. As SSTI continues to review the speeches for new innovation proposals, we found states continuing to focus on education with more attention on teacher salaries and efforts extending all the way down to pre-K with a recognition that the future workforce is influenced by many factors.

In 2019, the administrations and legislatures in many states grappled with if and how to adjust state economic development initiatives to leverage the federal Opportunity Zone (OZ) program. The actions of 12 states that implemented new activities are described below.

SSTI has reviewed the ballot initiatives across the country that affect innovation. Several states have energy initiatives on their ballots, while higher education funding is at play in Maine, Montana, New Jersey and Rhode Island. Utah could become only the second state to fund its schools through gas taxes, if a measure there is passed. At the same time, four states have ballot issues addressing redistricting commissions which could have a significant impact on state legislative makeup when lines are redrawn after the 2020 census.

Arizona

The ability of states to deliver the services promised to its residents relies on their fiscal soundness. With most states beginning their fiscal year in July, SSTI has reviewed the current fiscal standing for each state and here presents a snapshot of our findings.

The Appalachian Regional Commission (ARC) announced its latest round of grants for Partnerships for Opportunity and Workforce and Economic Revitalization (POWER).

Rhode Island Gov. Gina Raimondo has announced the first three projects for the state’s Innovation Campus Program, an effort to support the commercialization of academic research in key industries such as cybersecurity, data analytics and agricultural technology. The centers, in partnership with the University of Rhode Island and located in Kingston and Providence, will receive a combined $12 million from the state. The funding stems from a $20 million innovation bond approved by the state’s voters in 2016.

Declining enrollments, higher costs and limited state funding continue to challenge higher education institutions, and possible mergers continue to surface as an option to meeting those challenges. In Pennsylvania, a new study sponsored by the Pennsylvania Legislative Budget and Finance Committee identifies options to help ensure the sustainability of the State System of Higher Education, and mergers factor into those considerations.

While natural gas production has continued to expand throughout the Appalachian region, the surrounding communities have yet to experience the economic and social benefits that were initially seen as surefire byproducts of the natural gas industry’s growing footprint within the area, according to a new report.

The Pennsylvania Department of Community and Economic Development (DCED) in partnership with a student team at Carnegie Mellon University has developed a new Innovation Economy Dashboard that is intended to help inform policymaking decisions based on reliable data. The dashboard and an accompanying report on Pennsylvania’s Innovation Economy originated from Gov.

As 2020 came to a close, we received word that former Pennsylvania Gov. Dick Thornburgh had passed away on Dec. 31.

A new commentary from a senior policy analyst at the Federal Reserve Bank of Cleveland examines the extent to which disparities exist between Black and whites in labor market outcomes such as levels of labor force participation, unemployment rates, and earnings. Economic inclusion trends have been studied at the national level, but this commentary takes a look at how those disparities vary within and across states with a specific look at the Fourth Federal Reserve District states of Kentucky, Ohio and Pennsylvania.

While the Appalachian region began the 21st century by expanding the reaches of its fossil fuel industries, clean energy development and carbon emission reductions are not yet out of reach for Pennsylvania, Ohio and West Virginia. A set of reports developed by the University of Massachusetts’ Political Economy Research Institute (PERI) present opportunities available to these states for the advancement of clean energy technologies within the region while also detailing the economic and employment benefits of potential climate stabilization programs.

In Pennsylvania, the Department of Community and Economic Development (DCED) announced last week that new funding is available to help technology-based companies impacted by COVID-19.

As governors continue to roll out their State-of-the State addresses in the month of February, we continue to see a heavy focus on recovering from the pandemic. Given most state’s fiscal condition, governors have been generally hesitant to roll out new initiatives during this time, although broadband continues to receive attention, especially with the renewed attention surrounding its importance during the pandemic.

The U.S. Department of the Treasury announced nine additional states whose SSBCI plans have been approved: Arizona, Connecticut, Indiana, Maine, New Hampshire, Pennsylvania, South Carolina, South Dakota, and Vermont. This is in addition to the five states approved earlier this year: Hawaii, Kansas, Maryland, Michigan and West Virginia.

Attracting investment to a coal-dependent region with a state-of-the-art AgriTech research and development center is under consideration in Kentucky while Rhode Island is proposing greater investment in developing its blue economy. Kentucky Gov. Andy Beshear and Rhode Island Gov. Daniel J. McKee have both targeted new innovation initiatives to grow their state’s economy in their recently proposed budgets.

The National Institute of Standards and Technology (NIST) is accepting applications to operate Manufacturing Extension Partnership (MEP) centers in Kentucky, Nebraska, Rhode Island and South Dakota. The NIST Hollings Manufacturing Extension Partnership funds 51 centers in all 50 states and Puerto Rico which provide experts who enhance the performance of local manufacturers. Funding awards will include almost $19.8 million to support small and medium-sized manufacturing companies in the four listed states.

Celebrating its 25 years in operation, the National Robotics Engineering Center’s (NREC) success is revealed in an economic study commissioned by Carnegie Mellon University “to inform the future development of boundary-pushing institutions.” Established decades ago as “a new model of academic-industry partnership,” the NREC study, conducted by Fourth Economy Consulting, reveals how the robotics institution changed the economy of the neighborhood, region and robotics industry in Pittsburgh.

Alabama, Minnesota and Pennsylvania governors are proposing new or increased funding for innovation initiatives. Alabama could see a substantial increase in its Alabama Innovation Fund, while Minnesota’s governor is looking to boost the state’s startup ecosystem and Pennsylvania would increase funding for the Ben Franklin Technology Partners, which has worked for more than 30 years to grow the state’s innovation economy.

After a busy election season that saw gubernatorial elections in 36 states, newly elected and re-elected governors delivered their annual State of the State addresses, kicking off new programs and reviewing the conditions of their states. SSTI reviews the speeches every year and covers news of new developments and initiatives the governors have highlighted as they relate to the innovation economy. Gov. Tom Wolf awarded $246.8 million to Pennsylvania local economic development partners through the State Small Business Credit Initiative (SSBCI) this week. The money is expected to help small, socially and economically disadvantaged businesses grow. The Pennsylvania Department of community and Economic Development (DCED) will distribute the funds to partners who will administer the funding to qualifying businesses.

Pennsylvania is losing ground in expanding manufacturing opportunities in the state, according to the Pennsylvania Manufacturing Advisory Council, which has issued a playbook to help build the sector’s competitiveness and highlights recommendations for the state to increase its manufacturing opportunities. 

In a move designed to strengthen southwest Pennsylvania’s role in life sciences research, the University of Pittsburgh and Richard King Mellon Foundation last month announced a $100 million gift to help fund a bioresearch and development facility.
