South Carolina's three major research universities were awarded a total of $30 million this week to establish the state's first six centers of excellence, according to The State, a Columbia, S.C.-based newspaper.

The South Carolina Women's Business Center has opened its doors and already has 30 customers, the South Carolina Manufacturing Extension Partnership (SCMEP) recently announced. In these tight state fiscal times, many government functions would view level funding with the previous year as very good news. Since tech-based economic development (TBED) programs are investments toward economic prosperity, conventional wisdom would hold that legislatures would shield these types of investments from deep cuts.

Legislation to create investment tax credits and a technology commercialization grant and loan program was approved by the Wisconsin Assembly just before the close of the legislative session. Intended to encourage high-tech industry and entrepreneurship in the state, Senate Bill 261 is designed to create approximately $62 million in new funding for start-ups.

Legislators in Utah have passed a constitutional amendment that, with approval by voters, would allow the state's universities to take ownership in private businesses in exchange for intellectual property. The proposed amendment cleared the Utah State Legislature with relative ease, despite some concerns it will thwart the incentive of researchers wanting to commercialize their results.
