In last week's Useful Stats article, we incorrectly reported that South Dakota ranked last among states experiencing a public high school graduation rate less than the national average for the 2002-03 school year; in fact, the state ranked 19th. South Carolina had the lowest graduation rate for that year. We regret the error.

Gov. Phil Bredesen has released a comprehensive job creation strategy with a particular focus on producing high-quality research jobs by supporting statewide innovation. Announced earlier this month, "Next Steps: Job Creation" is a four-point plan intended to attract and foster new businesses.

Gov. Don Sundquist has named Tony Grande to be the new Commissioner of the Tennessee Department of Economic and Community Development (ECD). Mr. Grande formerly was ECD Deputy Commissioner as well as its Assistant Commissioner of Tennessee business services and director of manufacturing services.
Rural Business Incubation Focus of ARC Event
The Appalachian Regional Commission (ARC), the Tennessee Valley Authority, and the National Business Incubation Association are sponsoring a conference Oct. 21–23 in Chattanooga, Tennessee, to focus on the importance of business incubation to rural economic development and to share best practices by successful incubators across the nation.

The South Dakota Biotech Association (SDBIO) is seeking an executive director to manage and coordinate its daily operations, communications initiatives, government relations, member services, and marketing. The executive director will establish a yearly budget and determine funding sources, develop a strategic plan for growth and expansion, and carry out duties, as set by the board of directors. A bachelor's degree is required; an MBA or J.D. degree is preferred. Background experience with government or business also is preferred.

After near unanimous passing in both chambers of the state legislature, the "Tennessee Small Business Investment Company Credit Act" was sent this week to Gov. Phil Bredesen for his signature. The legislation, designed to create a pool of at least $84 million in capital, utilizes a competitive process to select several venture capital funds to make direct investments in small business headquartered in Tennessee.
Tennessee to Develop Solar Institute With Federal Stimulus Funds
Using $62.5 million earmarked from the state energy program federal grant provided under the American Recovery and Reinvestment Act of 2009, Tennessee will create a solar institute, a solar farm five-megawatt power generation demonstration project, and implement additional renewable energy activities as part of the Volunteer State Solar Initiative approved last month by lawmakers.
