South Dakota Governor Sets Aggressive Targets In 7-year ED Plan

In 2010, the end of Gov. Mike Round's second term – should South Dakota voters choose to grant him one – residents of the state will have several precise ways to measure whether or not he delivered on his economic development goals. Gov. Round's 2010 Initiative, released Oct. 15 at Mount Rushmore, is built on a few, very specific and quantifiable goals in tourism revenues, entrepreneurship, and R&D. They include:

    CATI Groundbreaking Held in Racine, WI

    The Center for Advanced Technology and Innovation (CATI) Partnership Board and the Gateway Technical College Board of Directors recently held a groundbreaking to begin construction of the new 40,000-square-foot facility located in Sturtevant’s Renaissance Park.

    Wisconsin Legislature Considers High Tech Corporation

    In his recent State of the State address, Wisconsin Governor Tommy Thompson called for the establishment of a new High Tech Corporation to assist in the development of companies for the New Economy. Toward that end, a bill has been introduced in both houses of the Wisconsin Legislature to establish the corporation.

    Wisconsin explores $100 Million for Venture Capital

    Three separate public initiatives are underway in Wisconsin which could result in the availability of more than $100 million for new venture capital financing. The efforts are designed to spur venture capital investment in the state (ranked 45th in the 1998 Pricewaterhouse Coopers survey) and to increase entrepreneurial activity in the Wisconsin biotechnology community.

    South Dakota Sees Progress as Clock Ticks on 2010 Initiative

    While many states will lay out strategic plans with quantifiable goals to measure success, South Dakota in 2003 was one of the first SSTI noticed to use a specific target for its gross state product (GSP) as one of the measures. According to the latest annual review, South Dakota officials feel they are making significant strides in its goal of adding $10 billion to its GSP by 2010.

    South Dakota Creates Technology Council; Proposes Scholarships

    In December, Governor Bill Janklow created the South Dakota Math, Science and Technology Council to encourage more interest in math, science, and technology at all levels of education. The council's duties include: identifying major opportunities for coordinating math, science, technology and research efforts; promoting coordination of public and private initiatives in those areas; pursuing federal and private funding; and, identifying ways to create jobs in South Dakota in those areas.

    In last week's Useful Stats article, we incorrectly reported that South Dakota ranked last among states experiencing a public high school graduation rate less than the national average for the 2002-03 school year; in fact, the state ranked 19th. South Carolina had the lowest graduation rate for that year. We regret the error.

    Wisconsin Offers Free Stem Cell Research Licenses

    Last week, Wisconsin Gov. Jim Doyle announced his administration and the Wisconsin Alumni Research Foundation (WARF) had reached an agreement that would allow companies sponsoring stem cell research in Wisconsin to obtain a free, non-exclusive research license under the stem cell patents held by WARF. WARF, which manages more than 720 pending and 880 issued U.S. patents on University of Wisconsin at Madison technologies, will not charge Wisconsin research centers for licenses on its stem cell patents.
