Wisconsin Gov Proposes Tax Credits for R&D, Funding for University-based Research

Gov. Jim Doyle unveiled last week several proposals to boost university-based research and commercialization efforts in emerging fields and encourage private industry R&D and job growth through the creation of several new tax credits.

Wisconsin Pension Fund Introduces $80 Million "Catalyst Fund"

The State of Wisconsin Investment Board (SWIB), on of the largest public pension funds in the country, plans to invest $80 million in a new "Catalyst Portfolio", intended to create profitable returns from venture investments and to attract the attention of coastal venture firms. SWIB intends to use to funds to invest in one or more venture funds, likely through a firm on the East or West coast. That investment would allow the board to act as a matchmaker between large investors in other states and Wisconsin's investor community.

Nearly $200M Proposed for New Economic Development Corp in WI Budget

Established to focus solely on job creation and replace the state's Department of Commerce, Wisconsin's new public-private partnership would receive nearly $200 million over the next two years for operating expenses and to administer economic development programs. Lawmakers also will consider measures to improve existing tax programs focused on enhancing angel investments and eliminating capital gains taxes during the upcoming legislative session. Gov.

MI, OH, OK, TN, WI Budgets Highlight Workforce Development, Tax Credits

This week, governors in Michigan, Ohio, Oklahoma, Tennessee, and Wisconsin unveiled their budget proposals. Included in the governors’ recommendations are several cases of agency restructuring and funds for workforce development, innovation tax credits, and other TBED-relevant issues.

Wisconsin Gov Signs $35M Worker Training Bill

A bill providing $35.4 million in workforce training grants to expand Wisconsin’s Fast Forward program was signed into law on Monday by Gov. Scott Walker. Funding will be available in the form of grants to technical colleges to reduce waiting lists for enrollment and for programs and courses that train students in high-demand fields. The funds also will support collaborative projects among school districts, technical colleges and businesses and for employment opportunities for people with disabilities.

AZ, NJ, WI Increase Capital for Entrepreneurship, MN's Angel Tax Credit Closed for 2013

Over the last week, several states have announced/passed new programs focused on increasing the capital available to spur small business growth and innovation. Officials from New Jersey announced the state's new angel tax credit will take effect July 1. In Arizona and Wisconsin two bills await gubernatorial approval that would rework the Arizona R&D tax credit program and establish a $75 million venture capital fund in Wisconsin. Meanwhile, the Minnesota state legislature did not approve an additional $5 million for its popular Small Business Investment Tax Credit.
