SBA seeks regional clusters; nonprofits welcome to apply

The Small Business Administration recently released a new solicitation for the Regional Innovation Clusters initiative. Unlike what SBA has done in recent years, and returning to the program’s roots, all nonprofit organizations are eligible to apply alongside for-profit firms. In a change from prior solicitations, proposals must include whether the work will support an emerging or mature cluster. The timeline is relatively tight: submissions are due July 26.

Report from NGIN and RTI describes critical elements for building an inclusive cluster

EDA makes initial Build Back Better Regional Challenge awards

Earlier this week, the U.S. Economic Development Administration (EDA) announced the phase I winners of the Build Back Better Regional Challenge. Each of the 60 awardees receive $500,000 to support their region and cluster — and begin the process of competing for one of the 20-30 phase II awards that can be up to $100 million each.

Federal budget continues growth for innovation initiatives

The final FY 2021 budget provides $1.4 trillion in total federal funding, including increases in some programs affecting the innovation economy. Among SSTI’s Innovation Advocacy Council priorities: EDA’s Build to Scale received an appropriation of $38 million, SBA’s Regional Innovation Clusters received $6 million, and SBA’s Federal and State Technology (FAST) program received $4 million. These are just a few of the federally-funded initiatives that support regional innovation economies and a wide range of federal R&D activities.

Global conference focuses on cluster initiatives

The 21st TCI Global Conference organized by the Institute for Competitiveness & Prosperity will be held in Toronto, Oct. 16-18. The conference is expected to draw more than 400 international practitioners and will focus on cluster leadership, governance and evaluation, as well as designing innovation networks for knowledge exchange, with the goal of furthering economic development. It will feature 11 unique immersion experiences on Toronto clusters, including advanced manufacturing, emerging technology, energy, and the innovation ecosystem.

At the end of this month, applications are due for two of the federal government’s most notable programs for funding clusters and regional innovation initiatives: the SBA’s Regional Innovation Clusters (RIC) program and the EDA’s Regional Innovation Strategies (RIS) program. As practitioners develop their proposals for these programs, it is worth considering potential lessons learned from the successes of previous awardees and the major challenges they have faced.

Recent Research: industry and labor concentration findings challenge current thoughts on policy solutions

Several recent articles covered in the National Bureau of Economic Researchers (NBER) Digest suggest that current understanding of policies surrounding wages, clusters and labor concentration may warrant revisiting. Canadian government announces winners of C$950 supercluster initiative

While the United States grapples with yet another proposed budget that drastically reduces investments in innovation, Canada’s federal government has announced that five industry-led organizations will share up to C$950 million as part of the country’s supercluster initiative.

While the United States grapples with yet another proposed budget that drastically reduces investments in innovation, Canada’s federal government has announced that five industry-led organizations will share up to C$950 million as part of the country’s supercluster initiative. The superclusters program, a part of the Trudeau government’s innovation and skills agenda announced last year, seeks to encourage leaders from business, research institutions, and the public sector to support the growth of targeted industry sectors. Other elements of the strategy include investments in venture capital, entrepreneurship, and collaborative R&D projects. Although there were originally nine semi-finalists for the superclusters awards, many of the losing bids ended up joining forces with the five winning initiatives:

The seminar and matchmaking event is being organized by the European Cluster Collaboration Platform and BILAT USA 4.0. BILAT USA 4.0 seeks to support transatlantic cluster cooperation for strategic business partnerships and enhance, support and further develop the research and innovation cooperation between the European Union and the U.S.

Several energy cluster states in recession

The perils of regional economies being too dependent on single industry clusters, particularly as it affects the financing of state governments, are playing out in the Great Plains. Kansas, New Mexico, North Dakota, Oklahoma and Wyoming have been or still are experiencing recessions, beginning as early as spring 2015 for two, according to a new analysis by Jason P. Brown for the Tenth Federal Reserve District.

Regions win through comprehensive workforce development strategy

With job growth for middle-skill level jobs slowing, the Federal Reserve Bank of Dallas and Austin-based nonprofit Center for Public Policy Priorities studied the nation’s best practices and surveyed regional workforce boards in Texas to determine how communities there are addressing the challenge. Their findings are detailed in the report, Regional Talent Pipelines: Collaborating with Industry to Build Opportunities in Texas, released last month.

Ontario Government Launches Fund to Develop Cluster Initiatives

Through a partnership with the Ontario Chamber of Commerce, the government of Ontario is launching the Cluster Development Seed Fund, offering grants of up to $100,000 to support cluster initiatives. The funds are part of the Partnerships for Jobs and Growth Act, passed in 2014 by the Ontario government.

SBA Releases 2015 Regional Innovation Clusters Solicitation

Last week, the U.S. Small Business Administration (SBA) released a combined synopsis/solicitation with the intention of awarding up to three contracts for entities to head regional innovation cluster initiatives. In the 30 years SSTI has been in existence and the 85 years of concerted federal focus on scientific discover and innovation, the priority of public-private R&D investment has been overwhelmingly nonpartisan. A recent report from the Pew Research Center confirms the cold-war, global competitiveness arguments for U.S science and technology still hold sway across political parties, but fissures in who should pay and who should work on science and tech efforts are beginning to grow.
