Report Profiles Progress by State in Educational Attainment Rates

A new report from the Lumina Foundation finds the U.S. is making progress in the number of Americans holding high-quality credentials beyond high school diplomas. For the seventh straight year, the percentage of the country’s working age population (age 25-64 years) with a quality post-secondary credential increased, reaching 45.3 percent in 2014. Florida Session Ends with Efforts to Expand Tech Commercialization, Elevate Universities

Lawmakers last week passed a $74.5 billion FY14 budget that expands efforts to commercialize research and boosts funds for life sciences and space-related investments. Under a sweeping new education bill, universities can qualify and receive additional resources as preeminent research universities. The measure also designates some higher education funding based on performance, and allows colleges to create low-cost degree programs.

Regions Target Education Partnerships to Develop Next Generation Workforce

A recent report from Brookings suggests that, for a variety of reasons, the value of a traditional four-year degree is diminishing. At the same time, U.S. employers continue to reference a general lack of employable skills as a major obstacle to employment growth. Across the country, regions are using new, innovative approaches to develop their local workforce while also educating students to compete in a 21st century global economy.

State Performance-Based Funding Has Little Effect on Degree Completion

Efforts to make university funding dependent on performance outputs have done little to increase degree completion rates, according to researchers from the Wisconsin Center for the Advancement of Postsecondary Education (WISCAPE). A WISCAPE study finds that state initaitives to make university funding dependent on number of degree completions, student retention, job placement and other factors have had little to no effect on associate or baccalaureate degree completions.

Labor Announces $100M to Support Youth Workforce Initiatives

Providing students with industry-relevant education and skills is the idea behind the Youth CareerConnect grant program, which will provide $100 million to implement curriculum for high schools to strengthen the talent pipeline. In partnership with the Department of Education, the Department of Labor will award 25-40 grants for individual or multistate projects using revenues from the H-1B visa program. The goals are to integrate both career and academic learning, provide work-based learning opportunities, better engage employers, and elevate industry training.

President Wants $1B to Train 10,000 STEM 'Master Teachers'

A plan introduced last week by the president places the future of the nation's standing in math and science in the hands of highly-specialized teachers who would serve as national ambassadors and mentor fellow educators across the country. In exchange, STEM Master Teachers would receive an extra $20,000 per year on top of their annual salary. Funding for the initiative is part of the FY13 budget plan, which requires congressional approval.

GA Colleges Detail Plans to Add 250,000 Post-Secondary Grads by 2020

Responding to Gov. Nathan Deal's Complete College Georgia initiative launched last year, all of the state's institutions in the University System and Technical College System have submitted plans for how they will meet the governor's goal of adding 250,000 post-secondary graduates to the state by 2020. For Georgia's research universities, graduating more students translates to more workers prepared to enter careers in science, technology, engineering and mathematics (STEM) fields.

Race-Based Stereotypes Hamper STEM Participation Among African-American Women

Report Urges Policymakers to Reinvest in Higher Education

As a result of deep cuts to higher education funding following the recession, issues surrounding affordability, access to programs and services, and quality could jeopardize the nation’s competitiveness. A new report from the Center on Budget and Policy Priorities finds that although a majority of states have begun to restore some of the cuts, 48 states are spending less per student than they did before the recession. Some states are considering large tax cuts as part of the 2014 legislative sessions, posing additional concerns for higher education support and its impact on the workforce.

Explaining Results of Science Experiments Proves Challenging for Students

When testing fourth-, eighth- and twelfth-grade students on their ability to conduct science experiments and thoughtfully explain the results, investigators made three key discoveries that policymakers say may be troubling for future workforce needs. The National Center for Education Statistics Science in Action report found that when using limited data sets, students could make straightforward observations on the data.

Election Results: Higher Ed Financing Measures Pass in LA, TX

Louisiana and Texas voters approved measures to provide funding sources for student loans while voters in Colorado rejected a measure that would have temporarily increased taxes to offset cuts for public schools and colleges. Centers of Excellence, Entrepreneurship Grants Funded in North Dakota Budget

Lawmakers last week passed the 2011-13 biennial budget, providing $12 million for the state's Centers of Research Excellence program. Although it is less than Gov. Jack Dalrymple's request of $20 million to expand the program and provide additional funding for three new centers, the legislature's appropriation will allow for continued investments in infrastructure and research capacity at a time when many states are reducing funding for TBED to help fill budget deficits.

Money and incentives key to STEM teacher recruitment

To recruit more STEM students to teach in their field after graduation, pay them more money says a study by the American Physical Society (APS). Recognizing that innovation relies heavily on STEM initiatives and an educated workforce, the APS in collaboration with the American Chemical Society, Computing Research Association, and Mathematics Teacher Education Partnership set out to learn what discourages students in STEM from eventually teaching the subjects. Although STEM students who responded to a survey indicated they may be interested in the teaching profession, their misconceptions about salary and other factors seem to be keeping them out of teaching.

US Dept. of Ed rethinking higher education

Federal government presents strategic plan for STEM education

Envisioning a future where all Americans will have lifelong access to high-quality STEM education, and where the U.S. will be the global leader in STEM literacy, innovation and employment, the federal government released a five-year strategic plan for STEM education.

Noting that the federal government has a key role to play in furthering STEM education and removing barriers to participation in STEM careers, especially for women and other underrepresented groups, the report issues a call to action for a nationwide collaboration with learners, families, educators, communities and employers.

Tech Talkin’ Govs, part 6: Education, workforce, climate change top TBED agendas

Educating the next generation of workers, ensuring they will have the skills necessary for the jobs of the future and paying attention to the actions that will affect the climate are all on the agendas of the latest round of governors giving their state of the state and budget addresses. A focus on skills can be seen in addresses from governors in California, Maine, Michigan, Oklahoma and Pennsylvania. States are also continuing with initiatives to forward attention on climate change, as reflected in Maine’s climate agenda and Michigan joining other states in the Climate Alliance.

Useful Stats: Educational Attainment by Metropolitan Area (2007-2017)

For states and metropolitan areas across the country, cultivating a skilled and educated workforce is a critical part of economic development. In 2017, metropolitan areas anchored by major research universities – regions like Boulder, Ann Arbor, and Corvallis – had the highest share of adults 25+ with at least a bachelor’s degree, according to an SSTI analysis of recent census data.

From 2000 to 2017, the share of the U.S. population with a bachelor’s degree (or higher) increased from 24 percent to 31 percent. Meanwhile, the share of the population with a high school education (or less) decreased from 48 percent to 40 percent. All states experienced these directional changes in educational attainment. State performance relative to other states was relatively static, particularly for those performing best and worst in 2000, with few changes in the rankings of states by share of the population with a bachelor’s degree.

Funding top priority in CTE policy pursued by states in 2016

A fourth annual review of career and technical education (CTE) and career-readiness policies, found an increase in policy action carried out by states in 2016 with several states – including California, Idaho, Indiana and Virginia – passing packages of legislation that impacted multiple elements of CTE programming. State Policies Impacting CTE: 2016 Year in Review was produced by Advance CTE, formerly known as the National Association of State Directors of Career Technical Education Consortium (NASDCTEc), and the Association for Career and Technical Education (ACTE). They found that funding remains the most pursued approach, with 28 states taking action to financially support CTE activities in 2016.

Keeping pace with the needs of a skilled workforce

If the U.S. is going to continue to compete globally and win on innovation, more workers will have to attain credentials allowing them to keep pace with the demands of the shifting workforce, say several recent reports. However, only a quarter of the states have more than 50 percent of their prime working age population attaining some kind of credential beyond high school according to a new study from the Lumina Foundation.

However, only a quarter of the states have more than 50 percent of their prime working age population attaining some kind of credential beyond high school according to a new study from the Lumina Foundation. A new Brookings analysis finds that 15 percent of young people are “disconnected,” meaning they do not have a job and are not in school. To meet the demands that the work of the future will entail, Lumina advocates that 60 percent of those aged 25 to 64 have some credential beyond high school by 2025 (the current national average is 46.9 percent).

Creating tomorrow’s STEM leaders in AZ schools

Arizona schools are taking a different approach to developing the next generation of STEM workers and leaders with the Chief Science Officer position, now in 120 schools across the state. The students, from grades six to 12, are elected by their peers and participate in training events where they learn about STEM activities and careers and can advocate for STEM education in their schools.

Manufacturing Competitiveness Relies on Talent

The U.S. ranks second on a global manufacturing competitiveness index, according to the 2016 Global Manufacturing Competitiveness Index by research firm Deloitte Global and the Council on Competitiveness. The U.S. ranking has improved in each of the past studies and is poised to take over that top spot from China by 2020, the study maintains. However, executives from across the world in responding to the study, noted that talent is the leading factor in determining manufacturing competitiveness, and finding and cultivating that talent is a topic that has received increasing attention from the manufacturing sector. While such rankings provide an interesting focal point, their real value lies in the discussion and attention focused on the subject matter. SSTI recently interviewed several leading thinkers on the subject, finding common calls for changing the approach to the talent pipeline in manufacturing, as well as a cautionary note on rankings.

Fewer STEM courses offered in high minority schools

The majority (75 percent) of all high school students were enrolled in a STEM course during the 2015-16 school year, according to the newest Civil Rights Data Collection (CRDC). For the first time, the CRDC includes new categories of data on STEM course taking, showing that some higher level math and science courses are offered at fewer high schools.
