Undergraduate alumni from the top 10 universities for venture capital-backed (VC-backed) entrepreneurs launched over 3,000 companies that were able to attract $33.5 billion in VC funding from 2010 to 2015, according to the third edition of PitchBook’s Universities Report 2015-2016 Edition. Four public research institutions, UC-Berkeley, University of Michigan, University of Texas, and University of Illinois, finished in the top 10.

Free Community College Bills Proposed in Congress, Passed in Oregon

With place-based policies for free higher education in place at the local level for years, recent developments have begun to apply these programs on a grander scale. This month, Oregon became the second state to provide free community-college to its citizens, while a team of congressional Democrats introduced a proposal to move forward with President Obama’s plan for free community-college nationally.

NSF InfoBrief: Federal Agencies Obligated $29B to Academic Institutions for S&E Activities in FY13

In FY13, federal agencies obligated $29 billion to 995 academic institutions for science and engineering (S&E) activities, according to a recent National Science Foundation (NSF) InfoBrief. The FY13 federal obligation represented a 6 percent decrease in current dollars from the $31 billion that federal agencies obligated to 1,073 academic institutions in FY12 – the third year in a row of declining S&E funding to academic institutions.

In FY 2013, the federal government obligated $25.9 billion for science and engineering research and development (S&E R&D) at colleges and universities, a decrease of $1.6 billion from FY 2012 (5.7 percent). Eight states (California, New York, Maryland, Pennsylvania, Massachusetts, Texas, North Carolina, and Illinois) each received more than $1 billion in funding during FY 2013, though each state also experienced a decrease from their FY 2012 total.

States Find New Ways to Expand Access to Higher Education

Forty-one states are spending less per student than before the 2008 recession, according to a recent study from the Center on Budget and Policy Priorities. As a result, more of the burden of higher education costs is being passed on to students, putting college out of reach for many. With state budgets still tight, many states are experimenting with new ways to make a college education accessible to all students.

Tech Transfer Approach, Institutional Characteristics Influence Academic Research Commercialization

While there has been a significant amount of focus on identifying and cultivating academic entrepreneurs, two recent studies indicate that the environmental factors are equally important in the commercialization of academic research. These studies find that the commercialization approach of the tech transfer offices (TTOs) and institutional characteristics were vital in the success of academic research commercialization.

Universities Target Entrepreneurial Growth Inside, Outside Their System

Over the last month, several universities have announced new initiatives to support entrepreneurship among faculty, students, alumni, and the community that surrounds them. These efforts focus on providing individual and teams of entrepreneurs with access to capital, education, and other resources. In an effort to reshape their entrepreneurial ecosystem, Princeton University released a new report to guide the university’s entrepreneurial education and support efforts.

High-Wage Occupations Leading Post-Recession Job Growth, Educational Attainment Critical

Despite media reports that the most recent economic recovery has been largely driven by job growth in low-paying positions, a new report from the Georgetown Center for Workforce and Education finds that it is actually high-paying jobs that are leading this growth, and nearly all of them are going to individuals with at least a college degree.

VA Youth Entrepreneurship Council to Expand Student IP Rights, Opportunities

German Universities Boost Research Output, But Causes Unclear

German leaders are debating the future of a program intended to help its elite universities compete in research with the likes of Harvard, Oxford and Cambridge. The 11-year, €4.6 billion (USD$5B) Excellence Initiative was launched in 2006, and has provided funding to support clusters of excellence, international graduate schools and strategies to strengthen the institutions as a whole. Since the program began, Germany’s universities have greatly increased their research publication output and their number of highly-cited articles.

Community Colleges Announce Free Tuition Plans; TN Promise Remains Under Microscope in State, Nation

Since the establishment of the Tennessee Promise in 2014, the first statewide free community college effort, community college systems and states are outlining their own strategies to make a two-year education free for students in their region in attempt to create an educated, qualified workforce that addresses the needs of industry and promotes economic prosperity. A total of $30.8 billion for science and engineering (S&E) was given by federal agencies to 1,073 academic institutions across the United States in FY 2012, according to new research from the National Science Foundation. Although these obligations are 2 percent less than they were the year before, commitments to science and engineering increased more than 9 percent from 2007 to 2012. During that same time, per capita commitments to academic S&E decreased 7 percent.

As Tuition Rates Rise, State Funding for Public Colleges Decrease, According to GAO Report

Funding for public colleges decreased by 12 percent overall from FY03 to FY12, while tuition rates for all public colleges rose by 55 percent during the same time, according to a new report from the Government Accountability Office (GAO).  Driven in part by the impact of the recent recession on state budgets, the decline in state funding has had a significant impact on college affordability for students and their family.

Advocates Say New Law Will Encourage Research Partnerships in Arizona

Life sciences advocates in Arizona are celebrating the passage of HB 2272, a measure to tighten open records laws that require details of intellectual property be disclosed. Passage of the legislation will protect against the loss of current research contracts or the possibility of missed opportunities due to concerns over the state's previous law, according to a statement by the Arizona Bioscience Industry Association (AZBio).

Disinvestment in Public Higher Education by States Threatens Long-term Competitiveness

“Disinvestment in public education and increasing costs are pricing low-income students out of an education,” according to a new report from Demos.org — The Great Cost Shift: How Higher Education Cuts Undermine the Future Middle Class. Over the last two decades, the authors highlight a trend of state disinvestment has shifted the cost education from state governments to students and their families. The result of this trend is students and their families are paying and/or borrowing a significantly more for a college.

Commission Calls for Redesign of U.S. Community College System

U.S. community colleges are in dire need of an overhaul, according to a report issued by the 21st Century Commission on the Future of Community Colleges. Currently, fewer than half (46 percent) of all student who enter community college with the goal of earning a degree or certificate achieve that goal. About 60 percent of students entering community college after high school must take developmental education classes to prepare for college-level work.

Executives Want Education Policy Interventions to Help U.S. Competitiveness

Only 11 percent of business executives believe the U.S. educational system prepares workers for today’s economy according to a recent survey by ConvergeUS — Preparing America’s 21st Century Workforce: the Business Sector Weighs in on Educational Gaps & Common Core State Standards. In the report, ConvergeUS surveyed almost 300 business executives on their attitudes regarding the current state of the U.S. workforce.

Higher Ed Funding Proposals Fizzle in FL, OH

Proposals introduced in Florida and Ohio would have changed the funding model for universities that meet certain benchmarks to elevate their standing for research and innovation. Both proposals ultimately were rejected, however. In Ohio, the state's plan for enterprise universities is on hold, and in Florida Gov. Rick Scott recently vetoed a bill to establish preeminent universities.

Virginia Gov's Amendments Would Restore Funding for Research, Life Sciences

While touting broad support from lawmakers for his 2012 legislative agenda during the regular session, Gov. Bob McDonnell also expressed concern about several economic development and education initiatives left out of the 2012-14 biennial budget passed by lawmakers during a special session that ended last month. Just in time for the deadline, Gov. McDonnell submitted $43.9 million in budget amendments, which include restoring funds for research, life sciences and teacher recruitment.
