Congress passes modified competitiveness legislation

This week, Congress approved a new version of legislation to incentivize semiconductor manufacturing facilities, create a Regional Technology Hubs program, and reauthorize many science-related agencies. The Senate passed the bill on the 27th, and the House passed the legislation a day later.

Dept. of Energy tech licenses now subject to expanded domestic manufacturing requirements

Technologies that are developed from the Department of Energy’s R&D are now required to be substantially manufactured in America. The requirement was developed in response to President Joe Biden’s executive order that all agencies review their policies related to supply chain vulnerabilities. The rule change takes the domestic manufacturing preference that is in place currently only for exclusive licenses for products sold/used in the U.S. and applies it by default to all Energy licenses from Oct. 1 on.

Industry 4.0 adoption doubles among Indiana manufacturers in a year

More than 40 percent of Indiana’s manufacturing companies successfully implemented Industry 4.0 technologies in 2021, more than doubling the number that had reported that a year earlier, according to a recent Conexus Indiana report. The advanced manufacturing and logistics (AML) industries are considered the backbone of Indiana’s economy. Indiana manufacturers account for more than $100 billion of the state’s economy and employ 17 percent of the state’s workforce.

Shocks to manufacturing intensify inequality in US workforce

Last fall, the United States International Trade Commission (USITC) issued its report on the distributional effects of trade and trade policy on under-represented and under-served communities. The report, which had been requested in 2021 by the U.S. Trade Representative Ambassador Katherine Tai, found a disparity in wage and employment among manufacturing workers by race and gender resulting from changes in trade policy.

The National Institute of Standards and Technology (NIST) has issued a Notice of Funding Opportunity (NOFO) seeking proposals to establish and operate a CHIPS Manufacturing USA institute focused on digital twins for the semiconductor industry. The CHIPS for America Program anticipates up to approximately $285 million in funding will be awarded to the institute.

Administration moves to eliminate federal MEP program, sources indicate

Numerous reports across the country indicate the National Institute of Standards and Technology (NIST) has taken the first step toward eliminating the Manufacturing Extension Partnership (MEP) program, which, for nearly 40 years, has provided technical assistance, training, research and strategic direction to tens of thousands of small and medium manufacturers across the country.
