Manufacturers face a growing talent deficit due to an outdated education system based on 19th and 20th century principles, according to the Roadmap to Education Reform for Manufacturing. The report, coauthored by the Manufacturing institute and the National Association of Manufacturers (NAM), is a compilation of books and research related to education reform and manufacturing topics available on NAM's website.

Expanding the federal research tax credit and making it permanent could help generate $10 billion per year in research activity, according to a report from the U.S. Department of Treasury's Office of Tax Policy. Treasury also suggests that the enhanced credit could expand use of the credits, which already generate a one-to-one match in research spending and help support almost one million jobs. The current credit, which has been reauthorized temporarily 14 times since its introduction in 1981, is set to expire at the end of the year.

Minnesota needs additional support for science and technology commercialization, manufacturing and entrepreneurship in order to remain competitive, according to a new strategic plan released by the Minnesota Science and Technology Authority. The plan recommends an initial appropriation of $10 million annually, ramping up over ten years, to invest in the state's R&D capacity, talent development and capital and business development.

A recent Brookings Institution report looks at the nearly 30-year impact of manufacturing's global realignment on US metropolitan areas, finding those with the highest dependence on manufacturing were impacted in several negative ways in addition to the losses in manufacturing. In particular, the resilience of the most manufacturing-centered economies — their ability to transition employment into other sectors — was particularly poor, many experiencing below national average growth in jobs and wages.

The National Governors Association Center for Best Practices invites applications from U.S. states to participate in a Policy Academy on "Making" our Future: Encouraging Growth Opportunities in Manufacturing through Innovation, Entrepreneurship and Investment to Assist States in Developing and Implementing Economic Development Strategies aimed at spurring innovation and entrepreneurship in ways that encourage the growth of advanced manufacturing industries.

Establishing manufacturing centers to provide resources for small biotech companies to bring products to market and creating teams at the National Institutes of Health to identify promising research are among a list of recommendations resulting from a comprehensive review of the federal government's system to produce medical countermeasures against bioterrorism threats.

"Strong Manufacturing and patent producing metropolitan areas generate the highest shares of exports from their output," according to a recent Brookings report. Researchers at the Brookings Institute found that the top exporting U.S. metros also were significantly more innovative. In this study, innovation was defined by the rate of patent production. Metros with regional clusters also were more likely to export than those without strong regional clusters. The report recommends that U.S.

Touted as a tool to help the state attract and retain jobs, South Carolina Gov. Mark Sanford last week signed into law H. 4478, the Economic Development Competitiveness Act. The new law directs one-third of the state's endowed chairs money be administered by the Coordinating Council on Economic Development — a reform measure that the governor says will help shift its focus to job creation and allow private sector investment to lead public sector investment. Funding previously was administered by an academic panel.

U.S. manufacturing competitiveness will continue to decline, according to the 2010 Global Manufacturing Competitiveness Index (GMCI). Index projections suggest, by 2015, Brazil will have overtaken the U.S. for fourth in the global rankings behind China, India and the Republic of Korea. The report concludes the increasing talent pools worldwide, coupled with higher U.S. wages, have placed U.S. manufacturing at a disadvantage in the global markets. However, the U.S.

Kentucky Governor Steve Beshear will host a conference sponsored by the Southern Technology Council exploring changing consumer demands and global competitions in the Southern automotive industry. The conference, titled Driving the Next 20 Years: Creating the New Automotive Industry in the South, will feature speakers from Toyota, Ford, Daimer and Nissan and panel discussions on auto R&D, site location and supporting the industry. Three of the major thrusts for the research investments of many states –  hydrogen energy technologies, nanomanufacturing, and intelligent and integrated manufacturing – are the focus of a new report by a federal Interagency Working Group on Manufacturing R&D. Manufacturing the Future: Federal Priorities for Manufacturing R&D describes the significance of each of the three critical manufacturing R&D areas, details the challenges essential for progress, discusses existing interagency collaborations and provides recommendations for future research.

High-tech manufacturers in Connecticut seeking to innovate and diversify their processes are eligible for grants of up to $25,000 each under a new pilot program announced last week by Gov. Jodi Rell. The goal of the Connecticut Small Business Innovation and Diversification Program is to help the state's small businesses develop, produce and commercialize new products while streamlining delivery of products and services, according to the governor's press office.

Two recent efforts – a new program launched in Maryland and legislation introduced in Congress – aim to help manufacturers retool for the rapidly changing economy. Successful tech-based economies have an environment conducive to industry development of new, leading-edge products or services or processes that significantly enhance the competitiveness of existing operations. Programs and initiatives that provide industries with the essential tools and resources to effectively compete in the global marketplace are imperative to achieving this climate.

On December 9, two NIST programs will be hosting a meeting to explain how businesses can better take advantage of them. Officials from the Technology Innovation Program (TIP) and the Manufacturing Extension Partnership (MEP) will provide an overview and discuss future directions for the programs. SSTI is co-hosting the meeting because we see it as an excellent opportunity for TBED organizations and their clients to learn more about and provide input on programs that could see dramatic increases in funding in an Obama administration.

Every year, the U.S. Census Bureau compiles data at the national and state levels describing the performance of the manufacturing sector within the U.S. While the data are usually included in the Census’ Annual Survey of Manufacturers, every five years the data can instead be found in the U.S. Economic Census.
