NM Gov Proposes Tax Credits, Research Initiatives for Startup Growth

Funding to universities to compete for endowed chairs and startup funds for a commercialization initiative are among New Mexico Gov. Susana Martinez’s proposals for tech-based economic growth in the coming year. The governor also wants lawmakers to expand the state’s angel investment tax credit and reform the Technology Jobs Tax Credit and R&D Small Business Tax Credit to better support startup companies.

Useful Stats: Science and Engineering Doctorates by Area of Study and by State

A record number of U.S. students received doctorates in 2012, according to new data from the National Science Foundation. For the first time, the number of doctoral recipients broke 50,000, with a final tally of 51,008. Total doctorates awarded grew by 4.3 percent over the previous year, the largest increase since 2007 and a significant improvement from the previous four years in which the numbers remains fairly steady.

PCAST Recommends Expansion of MOOCs to Ensure U.S. STEM Competitiveness

In a report letter to the president this week, the U.S. President's Council of Advisors on Science and Technology (PCAST) advocated the expansion of massive open online courses (MOOCs) to boost U.S. competitiveness, STEM learning and economic mobility. PCAST recommends that the federal government avoid setting technology standards for these programs at this point, as online education is still in its infancy. Instead, they call for accrediting bodies to become more flexible in response to educational innovation and institutions to improve their sharing of effective practices.

EPSCoR Vital to Nation's Research Enterprise, According to National Academies

The federal, cross-agency Experimental Program to Stimulate Competitive Research (EPSCoR) has proven so invaluable to developing STEM expertise across the country that the word "experimental" should be removed from its name, according to a comprehensive new report from the National Academies. The academies, however, recommend that the program be restructured to create a more rigorous competitive process for research projects and improve project evaluation. Download the report...

MA Gov Details Planned Investments in Economic Development, Education

In the latest of a series of announcements outlining MA Gov. Deval Patrick's spending strategy for the coming year, the governor has released his administration's FY14 Capital Investment plan, including details on economic development and education funding. As released, the plan would fund the Governor's Life Sciences capital program at $62.6 million, $13.4 million for the MA Broadband Institute program, $10 million to expand high-speed broadband in unserved areas, and $56.2 million for the state's public infrastructure funding program.

MA Rolls Out High-Tech Workforce, STEM Education Strategy

Massachusetts Governor Deval Patrick has made a series of announcements over the past few weeks aimed at improving the high-tech skill set of the state's workers and students. A new STEM strategic plan released yesterday would refine Massachusetts' efforts to expand the pipeline of young, skilled science and technology workers and improve the quality of STEM education.

Five-Year Effort Seeks to Measure, Improve Quality of STEM Teaching

The Association of American Universities (AAU) will undertake a five-year initiative to assess and improve the quality of science, technology, engineering and mathematics (STEM) teaching and learning focused on the first two years of college. Specifically, the group will create a demonstration program at a subset of AAU universities to implement its framework and develop tools to survey and assess the quality of teaching, the extent to which effective teaching methods are being used, and the effects of improved teaching on retention of STEM majors and completion of STEM degrees.

Voters Reject Research Tax in MO, Approve Higher Ed Bonds in ME

A measure to increase the sales tax in Jackson County, MO, to fund medical research across Kansas City and St. Louis was rejected by greater than a 5-to-1 ratio, reports the Kansas City Star.

Temple University Launches Pennsylvania Math Engineering Science Achievement Initiative

Temple launched the Pennsylvania Math Engineering Science Achievement (MESA) initiative designed to increase the number of scientists, technologists, engineers and mathematics (STEM)-related professionals graduating from two- or four-year institutions and to build a diverse, national STEM workforce necessary to compete economically in a global environment.

Careers in Nanotech Goal of Latest Investments in NY, IL

A public-private investment of $1.5 billion to create a nanotech hub in upstate New York and a $250,000 educational investment in Illinois illustrate recent state efforts to elevate nanotechnology in workforce development. New York is putting $200 million toward the Nano Utica facility for purchasing new equipment. The initiative is being led by six global technology companies, and the facility will serve as a cleanroom and research hub for computer chip packaging and lithography development and commercialization.

U.S. Workforce Lacks Skills to Compete in Global Economy, Survey Indicates

U.S. adults are less proficient in basic reading, math and problem-solving skills than many of their international counterparts, according to the first Survey of Adult Skills from the Organization for Economic Co-operation and Development (OECD). OECD found that, overall, U.S. adults possessed below average proficiency in literacy, numeracy and problem solving in technology-rich environments.

Arkansas Governor Announces $2.7 Million STEM Education Pilot Program

Arkansas Gov. Mike Beebe and the state's Workforce Cabinet announced a $2.7 million pilot program — STEM Works — focused on Science, Technology, Engineering and Math (STEM) education in high schools. STEM Works will be made up of two components. The first component will focus on overhauling the state's STEM curriculum at the high school level to better prepare high school graduates to pursue college degrees in STEM disciplines. The second component — UTeach — will attempt to attract qualified college graduates to become STEM educators.

Two Vying for Virginia Gov’s Office Tout Benefits of Biotech, STEM Workers

Highlighting Women in Tech Could Help Diversify S&T Workforce, According to Study

Lack of female role models is a key deterrant for women cosnidering entry in S&T fields, according to a recent study. Sociology professor Dr. Catherine Riegle-Crumb of the Population Research Center at the University of Texas investigated why there are comparatively few women compared to men in technology and other STEM fields.

Governors’ Initiative Aims for Educated Workforce to Match States Needs

A new chair of the National Governors Association (NGA) also means a new challenge and opportunity to improve state economies. This week, Oklahoma Gov. Mary Fallin, newly elected NGA chair, announced a year-long initiative designed to improve the capacity and effectiveness of states’ education and workforce training systems and to align those needs with the needs of employers. The initiative kicks off with an intensive effort among six to eight states that will develop and implement a policy agenda to build and strengthen education and workforce training.

CA Universities Increase Online Learning Opportunities; Controversial Bill Held for 2014

With additional funding directed to higher education as part of the FY14 budget, the California State University (CSU) and University of California (UC) systems announced efforts to boost access to online courses for current full-time students this fall. The goal is to overcome space shortages in classrooms and help graduate more students on time.

MN, ND, NE, RI Sponsor Internship Programs to Build Relationships Between Employers, Students

During this year’s legislative sessions, several states looked toward creating, providing support for or redesigning programs that help incentivize businesses to hire and mentor student interns. In an effort to spur rural internships, Minnesota lawmakers approved a new tax credit program to support internships for students in greater Minnesota. In North Dakota, lawmakers committed $1.5 million to their Operation Intern program, while Nebraska lawmakers updated their Intern Nebraska grant program to provide students with a high-quality internship experience. Ohio Budget Seeks Dedicated Funding for Jobs Program

Leasing the state's wholesale liquor distribution system to JobsOhio to provide a dedicated funding source of about $100 million annually for job creation is a key component to reforming Ohio's economic development efforts under Gov. John Kasich. The governor unveiled the plan last week as part of the 2012-13 biennial budget. The proposed budget also sets aside $33 million in the second year of the biennium to facilitate the transfer of economic development initiatives from the Ohio Department of Development (ODOD) to the newly established nonprofit corporation.

Virginia Lawmakers Dedicate Additional Funding for TBED, Higher Ed

CT Budget Funds Effort to Double State's STEM Graduates in Ten Years

Connecticut's General Assembly approved a biennial budget that includes major increases for science and technology research and education at the University of Connecticut and a boost in funding for the state's others higher education institutions. The $44 billion budget also includes continued funding for the state's economic development programs.

Pew finds partisanship growing in American support for science

In the 30 years SSTI has been in existence and the 85 years of concerted federal focus on scientific discover and innovation, the priority of public-private R&D investment has been overwhelmingly nonpartisan. A recent report from the Pew Research Center confirms the cold-war, global competitiveness arguments for U.S science and technology still hold sway across political parties, but fissures in who should pay and who should work on science and tech efforts are beginning to grow.
