Each year, the White House Office of Science and Technology Policy (OSTP) produces a memo to direct the administration’s R&D priorities. The office recently released its first such directive under its new director, Kelvin Droegemeier, who was appointed to the position under President Donald Trump.

Two recent executive orders issued by the White House have met with mixed reactions. While one order intended to ease the regulatory process for certain biotech products was met with favor by some in that industry, another order that could eliminate at least one third of the current federal advisory committees that was issued just days later, was roundly criticized.

The White House Office of Management and Budget released Delivering Government Solutions in the 21st Century, a plan for reorganizing federal agencies. On topics related to innovation, the wide-ranging plan would make changes to education, workforce, economic development, small business and more. Some of the suggestions could advance with administrative actions only, while many will require congressional support.

In an executive order issued last month, President Trump wrote that the nation is facing a skills crisis. Developed in partnership with the National Science and Technology Council (NSTC) and the Office of Science and Technology Policy (OSTP), the report is intended to outline the administration’s vision for American leadership in advanced manufacturing across industrial sectors.

The Biden administration announced the 30 members of the President’s Council of Advisors on Science and Technology (PCAST) this week. The panel, which is co-chaired by the president’s science advisor and external experts, exists to make science, technology and innovation recommendations to the White House. The administration calls this the most diverse PCAST in its history, which dates back to 1957, including the first women co-chairs. Included among the advisors are two former secretaries under President Barack Obama: Penny Pritzker (Commerce) and Ashton Carter (Defense).

The National Science and Technology Council (NSTC) has released a new request for information (RFI) related to a national strategic plan for advanced manufacturing, and the National Institutes of Health (NIH) are seeking information on how the scientific community uses public data tools. Both RFIs provide an opportunity for the tech-based economic development field to shape the future of federal innovation policy. 

President Joe Biden has named geneticist Eric Lander the director of the Office of Science and Technology Policy (OSTP) and the president’s science advisor. Biden also promoted the science advisor role to a cabinet-level position, becoming the first president to do so, stating that, “science will always be at the forefront of my administration.”

Last week, the incoming Biden administration announced an “American Rescue Plan” to address immediate health and economic threats from COVID-19. On the economic side, the plan goes further than immediate relief and begins to address some longer-term strength and resilience concerns. Among other provisions, it would provide $35 billion for a new business finance program that support venture capital, $350 billion for state and local governments to help address budget shortfalls, $35 billion for higher education and $3 billion for the Economic Development Administration.
