Efforts abound to increase female participation in STEM

As opportunities in science, technology, engineering and math (STEM) develop around the country, different inclusion programs are being put in place to increase participation for women in the field. SSTI previously released an article highlighting the lack of female participation in certain STEM careers, like computer science and engineering, despite tech industries growing in different cities around the country.

Job Quality Toolkit aims to move dialogue on quality jobs and retaining workers

The Baldrige Performance Excellence Program at NIST recently released the Job Quality Toolkit which outlines eight “drivers of job quality.” The toolkit aims to enhance the discussion around job quality, becoming an “actionable tool… to improve the quality of every job,” which will improve employee recruitment and retention.

The challenge of attracting and retaining skilled manufacturing talent consistently ranks as a top concern in the industry. Recent findings from the National Association of Manufacturers (NAM) show that more than 70% of industry leaders cite workforce issues as their primary challenge for the past year, outpacing supply chain disruptions and rising raw material costs.

Recent findings from the National Association of Manufacturers (NAM) show that more than 70% of industry leaders cite workforce issues as their primary challenge for the past year, outpacing supply chain disruptions and rising raw material costs. To better understand this challenge, the Manufacturing Institute has released a new report exploring how location influences manufacturing companies’ talent development efforts. The study surveyed over 100 manufacturing firms, asking about strategies for attracting and recruiting new workers in rural versus urban settings to identify key workforce challenges for rural and urban manufacturing firms and to uncover solutions they have implemented to address their immediate and long-term workforce needs.

Report outlines what to do about semiconductor industry labor shortage

The semiconductor industry's workforce is expected to grow from approximately 345,000 jobs today to about 460,000 by the decade's end, and of these new jobs, roughly 67,000 are at risk of being unfilled, according to a report from the Semiconductor Industry Association and Oxford Economics (SIA-OE report).

The SIA-OE report makes three recommendations for addressing this shortage:

Although it led the global digital revolution, the United States is faltering now when it comes to digital skills possessed by the workforce. That is one of the findings of a recent report from the Information Technology and Innovation Foundation (ITIF), which goes on to say that such developments bode poorly for long-term U.S. competitiveness if such trends aren’t reversed.

As the U.S. does not have a “skilled worker” visa like many other countries, the H-1B program is one of the only accessible ways for domestic employers to hire foreign, nonimmigrant labor in specialty occupations. The current statutory limit on new H-1B visas is 65,000 per fiscal year, with an additional 20,000 available for foreign individuals who have graduated with a master’s or doctoral degree from an institution of higher education within the U.S.

Department of Defense Approves $30 Million in Grants Under Defense Manufacturing Community Support Program

The Department of Defense recently awarded six Defense Manufacturing Community Support Program (DMCSP) grants totaling approximately $30 million from the Office of Local Defense Community Cooperation (OLDCC). The DMCSP invests long-term in critical skills, facilities, workforce development, research and development, and small business support to strengthen the national security innovation base.

Value of certificates showing mixed results

Completing a subbaccalaureate program can translate into higher pay and greater employment outcomes compared to those who have no education beyond a high school diploma, but the median salary of those who completed a certificate versus those who did not was the same ($20,000) among students who were no longer enrolled after three years. The results are detailed in a recent brief from the National Center for Education Statistics at the U.S. Department of Education.

Pre-apprenticeship programs boost career readiness, increase skills

In early April the Department of Labor announced a $42.5 million grant opportunity for the Youth Apprenticeship Readiness Grant Program. The program is to support the development of new or expanding registered apprenticeship programs (RAPs) for youth, including quality pre-apprenticeship programs that lead to a RAP.

In early April the Department of Labor announced a $42.5 million grant opportunity for the Youth Apprenticeship Readiness Grant Program. The program is to support the development of new or expanding registered apprenticeship programs (RAPs) for youth, including quality pre-apprenticeship programs that lead to a RAP. The grant program supports the president’s executive order and the Department of Labor, Employment and Training Administration’s goals to promote pre-apprenticeships, to develop a strong youth apprenticeship pipeline, and to expand access to youth apprenticeships. Such programs provide both a pipeline of educated workers for industries, as well as greater opportunities for youth exploring career options.

US female workers with doctorates in science, engineering, and health fields increasing

The number of U.S.-trained female science, engineering, or health (SEH) doctorate holders residing and working in the U.S. has more than doubled, going  from 119,350 in 1997 to 287,250 in 2017, according to a new report from the National Science Foundation (NSF). In 1997, less than one-fourth (23 percent) of the U.S.-trained SEH doctorate holders working in the U.S. were women. Twenty years later, that number had increased to 35 percent.

Always the first Friday in October, thousands of manufacturers open their doors to the public to exhibit what they do in modern manufacturing. The Appalachian Regional Commission has released a request for proposals for the 2018 POWER (Partnerships for Opportunity and Workforce and Economic Revitalization) Program.

The Appalachian Regional Commission has released a request for proposals for the 2018 POWER (Partnerships for Opportunity and Workforce and Economic Revitalization) Program. In this round of funding, ARC will commit up to $20 million to support efforts that create a more vibrant economic future for coal-impacted communities in the ARC region by cultivating economic diversity, enhancing job training and re-employment opportunities, creating jobs in existing or new industries, and attracting new sources of investment.

$2.6 billion allocated to protect coastal communities and restore marine resources

The National Oceanic and Atmospheric Administration (NOAA) has released its plans to invest $2.6 billion in coastal resilience funded by the Inflation Reduction Act (IRA). These funds will support communities on the frontlines of climate change, restore marine resources, improve weather and climate data and services, strengthen NOAA's research airplane and ship fleet, invest in critical infrastructure, and more. Of particular interest to Digest readers will be funding for ocean-based climate resilience accelerators and climate-ready workforce.

Terry McAuliffe, who also serves as chair of the National Governors Association (NGA), announced that 38 governors signed A Compact to Improve State Cybersecurity – a multi-state, coordinated cybersecurity effort focused in three areas that will

  • Enhance state cybersecurity governance;
  • Prepare and defend their states from cybersecurity events; and,
  • Grow the nation’s cybersecurity workforce.

The compact was the culmination of McAuliffe’s Meet the Threat: States Confront the Cyber Challenge. In addition to the compact, new cybersecurity-focused economic development efforts have been launched in several states including Delaware, Kentucky, and Wyoming. Meanwhile, NIST has released a cybersecurity workforce framework intended for use by all sectors in the states

IN Budget surplus leads to OrthoWorx windfall

OrthoWorx, a nonprofit organization established in 2009 to advance Indiana’s orthopedics industry in Kosciusko County, received a $30 million appropriation from Indiana’s new two-year budget. Kosciusko County, home to companies that represent about half of the $60 billion global market for total joint replacements, is considered the orthopedic capital of the world. In 2022, the Northeast Indiana Regional Partnership estimated the industry accounts for more than 22,000 jobs in the region and approximately $19 billion in revenue.

ARC awards $26 million for economic diversity

The Appalachian Regional Commission (ARC) announced $26 million in awards to expand and diversify the economy in coal-impacted communities in five states. This adds to the $47 million ARC has invested since 2015 through the Partnerships for Opportunity and Workforce and Economic Revitalization (POWER) Initiative. The 31 awards that were announced in late January are projected to create or retain more than 2,500 jobs and leverage an additional $32 million from public and private investors.

Obama Administration Awards $38.8M to Support Economic, Workforce Development Projects in Coal-Impacted Communities

The Economic Development Administration (EDA), the Appalachian Regional Commission (ARC), and the Department of Labor’s Employment and Training Administration (ETA) have announced $38.8 million in funding as a part of the Obama administration’s Partnerships for Opportunity and Workforce and Economic Revitalization (POWER) Initiative – a coordinated federal effort to align, leverage and target a range of federal economic and workforce development programs and resources to assist communities negatively impacted by global transition away from coal. In addition to $38.8 million in federal support, the federal partners anticipate that POWER investments will help coal-impacted communities leverage an additional $67 million from other public and private partners.

In the 30 years SSTI has been in existence and the 85 years of concerted federal focus on scientific discover and innovation, the priority of public-private R&D investment has been overwhelmingly nonpartisan.
