Supreme Court rules against Affirmative Action

Today, the Supreme Court ended Affirmative Action on college campuses. The syllabus (headnote) to the decision stated: “Because Harvard's and UNC's admissions programs lack sufficiently focused and measurable objectives warranting the use of race, unavoidably employ race in a negative manner, involve racial stereotyping, and lack meaningful end points, those admissions programs cannot be reconciled with the guarantees of the Equal Protection Clause.”

Some Republican Governors exerting influence over state higher education and DEI

Republican dissatisfaction with colleges and universities has been growing for some time. The Pew Research Center detected growing discontent with colleges and universities in 2012 and found that from 2015 to 2019, the number of individuals saying colleges and universities have a negative effect on the country went from 37% to 59%. This increase happened among Republicans, while Democrats and independents who lean Democratic remained largely stable and overwhelmingly positive. This trend is now apparent from recent legislation and political direction from conservative Republican states. Anti-DEI bills have been signed into law in North Dakota and Tennessee, and Florida has signed two anti-DEI bills into law. Texas has final legislative approval on two bills.

Total STEM workforce and its diversity see increase

Although men and whites still make up the largest share of the science, technology, engineering and math (STEM) workforce, it has been gradually diversifying over the past 10 years, with increased representation of women and underrepresented minorities — that is, Hispanics or Latinos, Blacks or African Americans, and American Indians or Alaska Natives, according to the 2023 biennial report, Diversity and STEM: Women, Minorities, and Persons with Disabilities, from the National Center for Science and Engineering Statistics.  The total STEM workforce grew 20% between 2011 and 2021, increasing from 29.0 million to 34.9 million workers. STEM workers as a percentage of the total workforce also increased, growing three percentage points from 21% in 2011 to 24% in 2021.

NASEM report recommends a way forward to increase antiracism, diversity, equity and inclusion in STEMM

A report many years in the making was released this week by the National Academies of Science, Engineering and Medicine (NASEM) that, for the first time in the organization’s history, confronts racism in its title. After the summer of 2020, following the murder of George Floyd and the Black Lives Matter protests, federal agencies and private foundations prioritized sponsoring a report on antiracism and diversity, equity and inclusion, focused on science, technology, engineering, math and medicine (STEMM). The resulting Advancing Antiracism, Diversity, Equity, and Inclusion in STEMM Organizations: Beyond Broadening Participation aims to move beyond promoting numeric diversity and outlines actions that STEMM leaders and gatekeepers can take to “foster a culture and climate of antiracism, diversity, equity, and inclusion that is genuinely accessible and supportive to all.”

NSF awards $40 million to help build diverse STEM workforce

The National Science Foundation recently announced the four 2022 NSF INCLUDES awardees. These new alliances will each receive $10 million over five years to contribute to building an inclusive STEM workforce. The awardees will tackle issues like increasing data science capacity at minority-serving institutions (MSIs), increasing the representation of Native American and Alaska Native students in STEM fields, and supporting equitable pathways to postdoctoral fellowship positions.

New DOE efforts promote equitability and inclusion in science research

The Department of Energy’s Office of Science recently announced new requirements for all research proposal applications. Applicants must submit a plan for Promoting Inclusive and Equitable Research — or PIER Plan — with their research proposal during the solicitation process. The PIER Plans will be required beginning in FY 2023 and will require investigators to describe strategies to promote diversity, equity, inclusion, and accessibility in all research projects. Larger research teams will be expected to provide more detailed PIER Plans. A new merit review criterion will evaluate these PIER Plans during the peer review process.

Gender and racial makeup of startup's founding team impacts funding

A recent report by DocSend Inc., a subsidiary of DropBox, surveyed over 300 pre-seed startups, finding that on average, in terms of gender alone, mixed teams raise the most funds, while all-male teams raise the least. In terms of both gender and race, on average, mixed gendered teams with minority members raise the most funds while all-male teams with no minority members raise the least. These findings are consistent with prior studies in terms of reflecting the levels of access to funding opportunities, relative lack of investment in diverse teams, and systemic gender bias.

NASA and DoD taking steps to diversify workforce, advance research capacity at HBCU/MSIs

In response to an executive order signed last year by President Biden to advance diversity, equity, inclusion, and accessibility in the federal workforce, many federal organizations are evaluating the resources and opportunities available to minority groups. The National Aeronautics and Space Administration (NASA) and the U.S. Department of Defense (DOD) are taking steps to grow strong relationships with Historically Black Colleges and Universities (HBCUs) and Minority-Serving Institutions (MSIs) to provide more opportunities for students and faculty members and promote diversity in the federal workforce.
