The U.S. Environmental Protection Agency has announced its selections for $20 billion in grant awards under two competitions within the $27 billion Greenhouse Gas Reduction Fund (GGRF). The three selections under the $14 billion National Clean Investment Fund and five selections under the $6 billion Clean Communities Investment Accelerator will, according to an announcement from the EPA, “create a national clean financing network for clean energy and climate solutions across sectors…. By financing tens of thousands of projects, this national clean financing network will mobilize private capital to reduce climate and air pollution….”

The National Institutes of Health (NIH) announced last week that it is adopting modified criteria in its grant review process beginning on January 25, 2024. The new system will continue to focus on the scientific merit of proposals (i.e., importance, rigor, and feasibility), while de-emphasizing criteria that may introduce bias into the review. New grant applications will be evaluated for whether the applicant demonstrates sufficient expertise and resources, but without considering the reputation of the institution or the investigator.

Technologies developed by West Virginia University and the University of North Dakota in Grand Forks that extract and separate rare elements and critical minerals from acid mine drainage and coal waste, will each receive $8 million in funding from the U.S. Department of Energy.

The U.S. Department of Commerce recently launched the Capital Readiness Program grant competition, which will provide $93.5 million to help minority and other underserved entrepreneurs grow and scale their businesses and be administered by the Minority Business Development Agency.

Taking what Gov. Mike Parson called a “bold step to support high-tech entrepreneurship, innovation and growth,” the Missouri Technology Corporation (MTC) released an Implementation Plan built off an earlier strategic plan (Catalyzing Innovation Report) designed to build the state’s innovation and entrepreneurship ecosystems. A key element in the implementation plan is the creation of a $17 million grant program to expand entrepreneurial capacity, with $8.5 million of that funded through MTC’s FY 2023 general revenue appropriation and a match of $8.5 million through the IDEA Fund Co-Investment Program’s venture capital activities.

A group of seven researchers analyzed upwards of one million National Science Foundation (NSF) proposals over a 23-year period (1996-2019) and found patterns of racialized disparities where white principal investigators (PIs) were consistently funded at higher rates (8+ percent) than most non-white PIs. The preprint study (not peer reviewed) states that similar patterns can be observed in other agencies and are consistent with other past studies as well. The question of whether systemic racism is at play in the NSF peer review and award selection process is even more pronounced when one considers more specific demographics such as Black and Native Hawaiian or Pacific Islander PIs.

A new $73.5 million grant opportunity using funding from the Bipartisan Infrastructure Law is aimed at growing and supporting the development of new economic opportunities across multiple states in Appalachia. The Appalachian Regional Commission (ARC) launched the Appalachian Regional Initiative for Stronger Economies (ARISE) on Aug. 23 to drive large-scale, regional economic transformation through multi-state collaborative projects across the region. ARC has published a request for proposals, which makes available at least $10 million in FY 2022 funding for planning grants with a maximum award size of $500,000, and up to $63.5 million for implementation grants with a $10 million maximum award size. ARC has released a toolkit to help guide potential applicants in considering their multistate proposals and will hold a pre-application workshop on Sept. 12.

Connecticut Gov. Ned Lamont launched the Community Investment Fund 2030 (CIF), a five-year grant program of up to $875 million to foster economic development in historically underserved communities across Connecticut. Eligible projects include capital improvements as well as small business support programs that provide revolving loans, gap financing, microloans, or start-up financing.

The U.S. Department of Commerce’s National Institute of Standards and Technology (NIST) has awarded almost $54 million in grants to 13 projects to conduct research and develop testbeds in response to challenges from the COVID-19 pandemic. The American Rescue Act provided the funding for these awards, which will support projects at eight manufacturing institutes within the Manufacturing USA network. The awarded manufacturing institutions anticipate producing personal protective equipment (PPE) and medical equipment; creating sustainable domestic supply chains; increasing the resiliency of existing supply chains; producing novel COVID-19 tests; providing shared equipment and facilities; producing health alert systems; and, training a new generation of manufacturing workers.

A new $113 million grant program intended to strengthen and modernize the Registered Apprenticeship Program (RAP) will designate up to $50 million for equity partnerships and pre-apprenticeship activities. The U.S. Department of Labor announced the new grant program to enable more workers to earn while they learn and find reliable pathways to the middle class. Using a coordinated investment strategy, the Apprenticeship Building America grant program will bring the RAP model to new sectors and industries.
