San Francisco, Austin Seek to Include More Residents in Tech Prosperity

On the heels of a recent memo from the President’s Council of Advisors on Science and Technology (PCAST) highlighting the difficulty middle-skill workers are having finding a route into the modern economy, reports from two tech hotspots suggest that local action is needed to ensure that tech success translates into widespread economic prosperity. San Francisco and Austin are leaders in the nation’s innovation economy and fared better than most of their peer cities through the Great Recession. However, rising housing prices and a lack of resources for middle- and low- wage workers have led to rising inequality and less robust economies in both cities.

Working Toward Equity in Development Outside Urban Core

After decades of seeing their suburbs thrive while their cores decayed, cities across the United States  are receiving a long overdue influx of talent and capital in what Alan Ehrenhalt describes as the “great inversion.” While a large proportion of wealth and population in many regions still lives in the suburbs, trends are shifting, and it’s not just anecdotal. Although the transformation of blighted buildings, the development of new rentals, and the appearance of boutiques and cafes littering sidewalks garners the most attention, there is a quantitative component as well.

Race-Based Stereotypes Hamper STEM Participation Among African-American Women

Although black women may show more interest in STEM majors than white women as they enter college, they are less likely to earn a degree in those fields according to new research in Cultural Diversity and Ethnic Minority Psychology. In “Ethnic Variation in Gender-STEM Stereotypes and STEM Participation: An Intersectional Approach,” the authors analyze data from more than 1.7 million college freshmen between 1990 and 1999, finding that both black women and black men initially say they planned to major in STEM fields at higher rates than their white counterparts. Although black women were twice as likely to declare a major in a STEM field, more white women graduate with STEM degrees, prompting the authors to suggest that black women may face “unique barriers” in their pursuit, such as race-based stereotypes.  The Chronicle of Higher Education, which summarizes the article, notes that more research is needed to identify precisely which “unique barriers” create obstacles for black women hoping to obtain degrees in STEM-related fields. Crowdfunding: Gender and the Democratization of Small Business Finance

Crowdfunding is touted by its proponents as a model that can democratize and neutralize gender bias in the existing small business investment community, for both female investors and entrepreneurs. Crowdfunding proponents point toward the disproportionate number of middle-aged men who are angel investors or work in the venture capital industry. In 2007, 86 percent of angel investors were men. Crowdfunding proponents also point out that less than 10 percent of all companies that receive venture capital funding are run by women. Although equity crowdfunding for all is stilled delayed by the SEC, two recent academic research studies have found that reward-based crowdfunding in the U.S. and peer-to-peer (P2P) lending in Germany and the United States appear to be opening up opportunities for female entrepreneurs and investors.

New SBA Leader on Entrepreneurial Equality and Making Small Business ‘A Big Deal’

Tasked with taking the Small Business Administration (SBA) to the next level, Maria Contreras Sweet, the new head of the agency, envisions a modern SBA with a greater focus on inclusion. Contreras Sweet outlined steps to achieve her vision earlier this week in a speech at the Center for American Progress.

Highlighting Women in Tech Could Help Diversify S&T Workforce, According to Study

Lack of female role models is a key deterrant for women cosnidering entry in S&T fields, according to a recent study. Sociology professor Dr. Catherine Riegle-Crumb of the Population Research Center at the University of Texas investigated why there are comparatively few women compared to men in technology and other STEM fields.

White House Teams with Industry, Nonprofits to Promote Tech Inclusion

Yesterday, the White House honored 11 “Champions of Change” who are working to promote an inclusive technology-based economy. The honorees ranged from nonprofit leaders to a mathematics professor to the author of a children’s book. Eight of the 11 “champions” focused on introducing young students to programming and technology, reflecting the significant emphasis on the long-term investment in future workers, especially those who are underrepresented and underserved. These honorees reflect efforts by nonprofits and citizens, but are only one aspect of a growing movement in the public and private sector to create a more inclusive economy now and in the future.

Community Initiatives Helping Overcome Persistent Digital Divide

A recent study by the Pew Research Center suggests that the United States continues to suffer from a digital divide in Internet usage, a gap in accessibility and digital literacy between rich and poor and urban and rural. While corporate investment in national broadband infrastructure has increased the quality of service for affluent urban populations over the past decade, the expansion of service to disadvantaged communities has been left to the public sector. Local communities across the country are using new, innovative approaches to address the issue.

From the earliest days of technology-based economic development in the 1980s, and through its formitive years in the 1990s, women leaders have played an integral role in the development of the field. As Women's History Month draws to a close, this week's special issue of the Digest pays tribute to those women and takes a closer look at the opportunities and challenges that face women in TBED today.
