London's Mayor Boris Johnson has announced an initiative to transform Olympic Park into a creative and digital business hub for the city. According to an article from startups.uk, the proposed redevelopment promises to boost the United Kingdom's (UK) GDP by $450 million ($692.5 million US) and create more than 6,500 new jobs. In partnership with the London Legacy Development Corporation, the city will make major investments in the areas surrounding the Queen Elizabeth Olympic Park, including the construction of three feature buildings:

With a continued push toward regionalism to better support the state's high-tech platform, lawmakers approved in the FY14 budget startup funding for a new statewide incubator program that provides grants for the incubators and tax incentives for client companies. The initiative is part of Gov. Andrew Cuomo's planned expansion for the state's 10 regional councils. Other innovation-focused initiatives approved in the recently enacted budget include a $50 million innovation venture capital fund, a third round of funding for the SUNY 2020 program, and $55 million to launch the CUNY 2020 challenge.

Finding new and creative ways for high-tech companies to succeed is an important component in business incubation. A recent study examining best practices for supporting new company formation finds it is the synergy among multiple practices, policies and services that produces optimal outcomes. At the same time, collecting standardized measures, reporting on progress annually, conducting external independent evaluations, tracking programs, and continuing to enhance practices are singled out as important policy implications. Spending time at a technology or business incubator may be the key to learning about entrepreneurship. Some universities, seeking to ramp up entrepreneurship programs, are turning to incubators as real-world teachers. A recent Washington Post article points to several business schools pairing traditional education, such as courses and lectures, with less-conventional approaches, including incubators and business competitions to prepare students for opportunities outside the classroom. Recent announcements of new and emerging technology incubators from across the U.S. and Canada are included below.

The Michigan Economic Development Corporation (MEDC) recently announced the recipients of $25 million in awards from Michigan's 21st Century Jobs Fund. Each of the eight organizations receiving the awards will use the funding to support Michigan entrepreneurs and technology commercialization. The largest single allotment, $10.8 million, will benefit Ann Arbor SPARK, which plans to replenish its Michigan Pre-Seed Capital Fund with the award. Other recipient organizations will be offering capital and business assistance around the state.

Recent announcements of new and emerging technology incubators range from Google's selection of Cape Town, South Africa to launch a pilot incubator supporting technology entrepreneurs that it hopes to replicate globally to Alabama Gov. "Strong Manufacturing and patent producing metropolitan areas generate the highest shares of exports from their output," according to a recent Brookings report. Researchers at the Brookings Institute found that the top exporting U.S. metros also were significantly more innovative. In this study, innovation was defined by the rate of patent production. Metros with regional clusters also were more likely to export than those without strong regional clusters. The report recommends that U.S. metros should develop metropolitan export initiatives that focus on innovation to increase their export capabilities and modernize their economic development strategy from 20th century thinking to 21st century action on export oriented economic growth.

Silicon Valley, a region often looked to for trends in the technology field, is expected to see a rise in the number of new high-tech incubators and the expansion of existing incubators in the coming months. A recent Wall Street Journal article points to these openings as a sign of revival for technology startup companies amid a relatively slow period last year as startup investment plunged during the recession. Across the nation, specialized incubators spanning clean energy, sustainable architecture and advanced materials have emerged over the past several months to support high-tech ventures.
