DoD hoping to build microelectronics ecosystem through innovation hubs, seeks public input

The U.S. Department of Defense is envisioning a public private partnership of regional innovation hubs that would help support and expand the microelectronics industry in the United States. The Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)) is seeking input from the domestic microelectronics community through a Request for Information it issued last week as it works to “foster a pipeline of innovation ideas and talent residing in university labs and small business R&D teams” through what it is calling a Microelectronics Commons.

Missouri’s new strategic plan aims to boost statewide innovation and entrepreneurship

Missouri has a new tool to support the advancement of entrepreneurship and innovation across the state. The Missouri Technology Corporation (MTC), in partnership with TEConomy Partners LLC., identified strategic recommendations and actions to drive innovation and entrepreneurship in Missouri developed under the Missouri Innovation and Entrepreneurship Strategy Steering Committee. The report says that MTC has had significant impacts on the state's economy, revealing that its total program portfolio has generated an economic activity return of $100.74 back to the state for every $1 invested.

EERE report outlines stakeholder recommendations for increasing inclusivity in clean energy

To boost inclusive innovation and entrepreneurship in climate technology, the Office of Energy and Renewable Energy (EERE) should provide funding for intermediary organizations who work directly with underrepresented communities to integrate clean energy education activities; and EERE should make it easier to request federal funding by streamlining the application process. Those are the recommendations resulting from EERE’s efforts to broaden access to funding opportunities and enable an inclusive and just entrepreneurial innovation ecosystem in climate and energy technologies.

More governors seek to boost innovation with increased funding

Alabama, Minnesota and Pennsylvania governors are proposing new or increased funding for innovation initiatives. Alabama could see a substantial increase in its Alabama Innovation Fund, while Minnesota’s governor is looking to boost the state’s startup ecosystem and Pennsylvania would increase funding for the Ben Franklin Technology Partners, which has worked for more than 30 years to grow the state’s innovation economy.

Massive House innovation bill would fund semiconductor incentives, create tech hubs, NSF directorate

Earlier this week, House Democrats released its version of a wide-ranging innovation policy bill. This legislation includes authorization for Regional Technology and Innovation Hubs — a program SSTI’s Dan Berglund testified about before the House science committee last June. The bill also would establish a new directorate within the National Science Foundation (NSF), reauthorize the National Institutes of Standards and Technology (NIST) and the Department of Energy (Energy) Office of Science, and fund incentives for U.S.-based semiconductor manufacturing.

South Carolina Research Authority impact in excess of $1B in 2021, report finds

South Carolina’s innovation economy is benefiting from funding and support to academic institutions and tech startups from the South Carolina Research Authority (SCRA). According to its annual report, SCRA produced an economic impact of over $1 billion in the state in 2021, an increase of about 5.4 percent from 2020. SCRA is a nonprofit corporation chartered by South Carolina to develop the state as a top innovation destination. SCRA and its affiliates provide loans and investments to South Carolina-based companies.

California proposes billions for climate initiatives, additional money for innovation programs

Earlier this month, California Gov. Gavin Newsom released his proposed FY 2022-2023 budget, which he said “reinforces our role as the global leader in climate protection, innovation and job creation.” The budget focuses on new investments and “positions the state as a global leader in innovation and solutions to both mitigate and adapt to the changing climate.” The proposal includes billions in one-time funding from various sources over five years to advance the state’s climate and opportunity budget and provide equitable climate solutions. Additional money is proposed for innovation hubs, clean energy and more.

Japan to propose $88B university fund for science and technology innovation

Last week, Japanese Prime Minister Fumio Kishida’s advisory panel called for an $88 billion university fund to establish the nation as a center of science and technology and distribute wealth to the wider public. The fund and other growth initiatives would likely become part of a larger “new capitalism” stimulus package worth several tens of trillions of yen that Kishida, who replaced Yoshihide Suga as prime minister of Japan on Oct. 4, is expected to unveil later this month.

SBA hosting Innovation Ecosystem Summit next week

The U.S. Small Business Administration is hosting its first innovation ecosystem summit, a free virtual event that is open to all. The summit is expected to connect entrepreneurial support organizations (ESOs) that work with startups and small businesses — particularly those serving underrepresented communities — that are trying to build out and commercialize their technologies. The three-day summit takes place next week, Nov. 15-17.

IL and IN create innovation voucher programs to increase small business prospects

Indiana and Illinois are two of the most recent states to implement innovation voucher programs, adding another tool to their efforts to increase economic activity among innovators and entrepreneurs.
