NIH Recommends $4.5B Over 10 Years for BRAIN Initiative

National Institute of Health (NIH) Director Francis S. Collins has accepted recommendations from an NIH working group that call for increased investment in the federal government’s effort to map and understand the human brain. Under the recommended plan, the initiative would receive $400 million each year between 2016-20, which would grow to $500 million a year for 2021-25. The BRAIN Initiative is a multi-agency effort, supported by NIH, Defense Advanced Research Projects Agency of the U.S. Department of Defense, National Science Foundation and Food and Drug Administration. NIH Announces Competition for Biomedical Proof-of-Concept Centers

The National Institutes of Health (NIH) is accepting applications for the Research Evaluation and Commercialization Hub (REACH) program to support proof-of-concept centers (Hubs) that facilitate and accelerate the translation of biomedical innovations into commercial products that improve patient care and enhance health. NIH intends to award approximately $9 million to institutions of higher education to establish three new REACH Hubs. In addition to helping identify innovations appropriate for commercialization, REACH Hubs must provide entrepreneurial educational opportunities to academic investigators about the design and conduct of product definition studies and the commercialization processes required for transitioning a technology out of academic labs to the private sector via a startup venture or a licensing agreement. NIH Launches $96M Initiative for Big Data Centers of Excellence

The National Institutes of Health (NIH) has launched a new initiative to fund the exploration of using Big Data to improve national health care outcomes. NIH will provide $24 million per year for four years to establish six to eight Big Data Centers of Excellence. The centers will be used by researchers and students for training in data science and testing the use of large and complex datasets to create tools, methods, and software that can improve health care processes.

Federal Support Declining for Academic Research, Universities Face Challenges with Budget Constraint

The Congressional Research Service recently published findings on the current conditions of federal support of academic research, highlighting the threat that constrained university, state and federal budgets places on critical basic research. Although there is growing recognition that R&D is crucial to the long term health of the nation's science and technology sectors, data from the report shows U.S. colleges and universities have seen a decline in financial support at the federal, state and private levels. The situation is worsened by the conclusion of federal stimulus funding for university research and a decline in revenue for 35 states in FY12.

Federal Agencies Unveil R&D Dashboard

Several federal agencies have joined forces to launch a new beta website that allows individuals to look at U.S. federal investments in science and engineering from two agencies — the National Institutes of Health (NIH) and the National Science Foundation (NSF). The R&D dashboard gives users the ability to search and download data on grants issued by the federal government to research institutions (investments) and on output activities (e.g., patents and publications) from federally funded research by state, congressional district and research institution. Users also may search investments and outputs by select topic areas at the same geographic levels of detail.

Specter of Budget Sequestration Looms Over November's Elections

Unless Congress and the White House take action by the end of the year, across-the-board spending reductions will go into effect for all federal agencies as a result of provisions in the Budget Control Act of 2011. The budget sequestration would reduce defense discretionary funding by 9.4 percent and non-defense funding by 8.2 percent from the 2011 baseline. Though the Office of Management and Budget (OMB) report outlining these reductions does not provide details by program, research and economic development spending could be affected disproportionately, since, in many agencies, these programs are supported through discretionary spending.

NIH Expands Mission of Genome Institute with Broader Focus on Research

To reflect an evolving mission that expands the scope of genomics research, the National Institutes of Health (NIH) announced a major reorganization that will establish four new divisions to constitute the National Genome Research Institute's Extramural Research Program. The multi-divisional structure will help the institute pursue its enhanced mission for using genomics to advance medical science and improve human health, which has become a greater focus from its original mission to unravel the Human Genome, according to NIH. A new prototype website allows users to track R&D grants and awards from federal agencies. The current version provides publicly reported federal agency data from the National Science Foundation and the National Institutes of Health from 2001 to 2010.
