The paper presents and analyses a series of indicators of the state of science and technology in Latin America and the Caribbean (LAC). In doing so it compares LAC countries among themselves as well as with the industrialised countries in order to identify trends concerning the closing or widening of gaps in the capacity to produce and utilise knowledge.

The paper discusses the recent literature on the role of the state in economic development, concluding that government incentives to enact sound policies are key to economic success. It also discusses the evidence on what happens after episodes of economic and political liberalizations, asking whether political liberalizations strengthen government incentives to enact sound economic policies.
