Several more State of the State addresses were delivered already this month, leaving just a few states yet to go and the pandemic and recovery from the pandemic, not surprisingly, continue to feature heavily in governors’ plans. Energy opportunities, tax cuts, broadband and shifts in the model for higher education are in play in this week’s review of addresses from California, Florida, New Hampshire and Wyoming.

As governors continue to roll out their State-of-the State addresses in the month of February, we continue to see a heavy focus on recovering from the pandemic. Given most state’s fiscal condition, governors have been generally hesitant to roll out new initiatives during this time, although broadband continues to receive attention, especially with the renewed attention surrounding its importance during the pandemic. Some states, like Maryland and West Virginia, who are emerging from the pandemic on a better footing than they perhaps anticipated, are ready to forge ahead with tax cuts in an effort to attract business and new residents. Other states, like Illinois, are grappling with projected deficits while trying to maintain services. And a new bond proposal in Maine could help connect workers to jobs in high-growth industries while also spurring development in the state’s industries. This week we catch up with those governors who gave their addresses during these first weeks of February and review each of them for news or initiatives relating to their state’s innovation economy.

More than half of the nation’s governors have given their State-of-the-State addresses, and in this week’s coverage of the addresses, we complete our review of those that addressed their constituencies through January. As the COVID-19 crisis highlighted the need for greater broadband connectivity and affordability, we again see the state leaders focusing more attention on building out those capabilities. Diversifying state economies also plays a role in Alaska, Hawaii and New Mexico, while opportunities for development through renewables features in addresses from Nevada and New York. In addition to those states, this week’s installment takes a look at innovation-related initiatives set forth in addresses from the governors of Delaware, Indiana, Massachusetts, Michigan, Missouri, Montana, and Utah.

Across the country, the governors have begun delivering their State of the State addresses, an annual ritual where they have the opportunity to review where the state’s economy stands and preview their plans for the coming year. This year’s remarks reflect the dire conditions most states are experiencing with the pandemic, economic fallout, racial strife and national political upheaval. Despite the heavy focus on states’ efforts to respond to the pandemic, governors have struck a hopeful note and are focusing on recovery. Some governors have noted that the fallout in their state was not as severe as they originally anticipated and there are resources for new initiatives. Some, like Arizona and Virginia are considering gaming revenue to boost their budgets, while legalization of marijuana is being pursued in Connecticut, Kentucky (medical marijuana) and Virginia.

Two more governors have delivered their state of the state addresses over the past two weeks, with help for students taking the stage in New Hampshire while California’s governor enumerated the state’s growth and strengths, but devoted most of his remarks to the ongoing problem of homelessness. There are just a few remaining addresses, and SSTI will continue to cover the governor’s remarks and bring you excerpts of their speeches as they relate to their innovation initiatives.

With nearly 40 of the state governors now having given a state of the state or budget address, innovation themes continue to echo in their reviews of past accomplishments and plans for the coming year. There is a priority on education (both on teacher salaries and preK initiatives as seen in Alabama, in addition to higher education and a focus on its affordability with Connecticut proposing free tuition for community college for recent high school grads and Pennsylvania putting additional dollars into scholarships), energy, workforce, broadband and a special emphasis on distressed communities in Connecticut and Tennessee. While SSTI continues to review the addresses and features excerpts as they relate to innovation intiatives in this series, remaining speeches will be scattered over the coming weeks.

Education, infrastructure and budgets are all on the minds of the governors in this latest review of state of the state addresses. With more than half the governors having completed their outlooks by the end of January, this week we review the speeches through the end of month and find repeated attention to education, energy and budgeting issues, with a statewide lottery being introduced in Alaska, new energy legislation in Illinois, and South Carolina also proposed a funding increase for state universities that do not raise in-state tuition rates. This is the fifth installment of our Tech Talkin’ Govs series, where we comb through the addresses and bring you news of innovation initiatives in excerpts of the governors’ words.

The economy, workforce and climate change continue to surface in governors' state of the state addresses. While today’s strong economy allows most governors to reflect on how the states have grown, preparing for the next downturn continues to be a point of concern. As SSTI continues to review the addresses for news of new innovation-related initiatives, we find Delaware proposing increased investment in its economic infrastructure, while renewable energy standards are at play in states like Delaware, Hawaii, and Maine. And Wisconsin’s governor pledged to create a commission to focus on rural prosperity and another to consider redistricting across the state. Those and more innovation initiatives are excerpted from the governors’ remarks below.

Governors’ focus on initiatives particular to their state in this latest round of state of the state addresses. As SSTI continues to review the speeches for new innovation proposals, we found states continuing to focus on education with more attention on teacher salaries and efforts extending all the way down to pre-K with a recognition that the future workforce is influenced by many factors. Florida is also hoping to grow its aerospace and manufacturing sectors, while Kentucky’s new governor is looking to ag tech and sports betting as new revenue sources. Occupational licensing reform is also a recurring theme in many states this year, along with clean energy and renewable fuels.

Governors are continuing to roll out their state of the state addresses and this week’s SSTI review highlights differences in the states economies: while Arizona is enjoying population growth Vermont is struggling to attract workers. More states are focusing proposals on climate change and clean energy initiatives, with New York proposing a $3 billion bond initiative to build resiliency, and Colorado, New Jersey and Vermont proposing clean energy and climate initiatives as well.  Rural broadband, higher education and workforce initiatives also are throughout the state addresses.
