Evaluating the Impacts of Local Economic Development Policies on Local Economic Outcomes: What Has Been Done and What is Doable?
The paper from The W.E. Upjohn Institute for Employment Research suggests that more rigorous evaluations of local economic development programs and policies are feasible. Numerous ways in which to perform the evaluations are presented including random experimentation, statistical analysis and focus groups.
