Fiscal Survey of States: April 2004
The semi-annual survey presents aggregate and individual data on the states’ general fund receipts, expenditures and balances. States increased spending minimally in fiscal 2004, and governors’ fiscal 2005 budget proposals reflect similarly spare growth.
