Governing Without A (National) Rudder
The working paper looks at an emerging model of economic governance in North America whose
development has coincided with broader structural changes in the way states have adapted to the
realities of globalized and innovation-driven economies. Findings focus on the Austin–San Marcos region of Texas, where one study was conducted.
