MORE THAN $3 BILLION SPENT BY STATES ON R&D

States spent more than $3 billion on research and development in fiscal year 1995, according to a new National Science Foundation-funded report. The report, the most thorough study ever undertaken of state government R&D expenditures, was conducted by Battelle and the State Science and Technology Institute.

"This report underscores the importance the states have in the nation’s science and technology system," said Richard L. Thornburgh, former governor of Pennsylvania and chairman of the State Science and Technology Institute Board of Trustees. "To put the figure in context, consider that the state amount is greater than the amount the National Science Foundation spent on R&D and more than the Departments of Agriculture and Commerce combined."

According to the report, more than 88 percent of the total state spending came from state funds, which includes general revenue, lottery proceeds, revenue bonds, and specially designated tax funds. Of the total investment, 92 percent was spent on research and 8 percent was invested in facilities.

The survey was designed to capture detailed information on all state expenditures for research, regardless of the source of funds. The survey included direct state appropriations to academic institutions for research. A survey coordinator in each state identified a total of 1,457 state agencies and academic institutions to be surveyed. Of those, responses were received from 1,078 (74.1 percent.)

Survey participants were asked to: characterize the R&D expenditures by functional areas; identify the specific field of science or engineering in which research was conducted; identify the character of their work; identify R&D performers; and identify source of funding. Data can be cross-tabulated for any of the five classification schemes.

"It is impressive to note the broad range of research sponsored by the states," said Michael S. Dukakis, former governor of Massachusetts and vice-chairman of the SSTI Board of Trustees. "This included health, agriculture, technological innovations related to economic development, advanced transportation, and environment among a total 13 areas identified in the study."

The five most populous states — Texas, California, New York, Florida, and Pennsylvania — reported the greatest investments in R&D and R&D plant, with expenditures in excess of $200 million.  The average per capita investment was $11.47. Kansas, Hawaii, Nebraska, North Dakota, and Georgia reported per capita spending of more than $25.

The report will help raise the nation’s R&D base as states can use the study to benchmark each other. Also, state and federal agencies can more efficiently identify common objectives.

Beyond the scientific community, members of Congress, legislators, governors, federal and state program managers, and participating businesses and universities will find the study of significant benefit.
