During a fireside chat at the North America Climate Summit on Sept. 22, California Gov. Gavin Newsom and Washington Gov. Bob Ferguson announced that their states have reached an agreement with Quebec to link their carbon markets, eventually allowing the participating signatories to buy, sell, and trade carbon credits to offset greenhouse gas emissions. The announcement also marks the official start of California’s rulemaking process to implement the agreement, which regulators expect to finalize sometime next year.

Illinois Gov. J.B. Pritzker signed an executive order (EO 2026-07) on Sept. 22 establishing an AI Cabinet composed of experts and representatives from multiple state agencies. The unpaid advisory body will develop policies and procedures related to artificial intelligence, recommend approaches to risk management, and assess the feasibility, timeline, and potential challenges associated with implementing those recommendations. The cabinet is also tasked with overseeing data center incentive policies and evaluating whether companies meet established safety, accountability, and transparency standards before receiving operational approval.

Massachusetts Gov. Maura Healey and the Massachusetts Life Sciences Center (MLSC) recently announced $5.2 million in awards through the state's Pathmaker program to expand workforce training and create opportunities for Massachusetts residents pursuing careers in the life sciences industry. The funding will support five training programs serving Boston, Lowell, Upton, Cambridge, Bedford, and Burlington, and will help residents gain hands-on skills and industry experience while connecting life sciences employers across Massachusetts with both current and future talent.
