A $3 million grant from the New Economy Initiative for Southeast Michigan recently was awarded to a group of four business accelerators working together to support area entrepreneurs and grow Michigan's knowledge-based economy. The grant will support efforts of the newly formed Business Accelerator of Southeast Michigan, which includes Ann Arbor SPARK, Automation Alley, Macomb-OU INCubator, and TechTown.
A job creation program to replace New York's Empire Zone Program, often criticized by Gov. David Paterson for its lack of results and soaring cost, was approved this week by lawmakers. The Excelsior Program carries a much smaller price tag than its predecessor and limits the focus to seven industry sectors seen as having high job growth potential. Funding for the program is capped at $50 million per year for a total $250 million when fully implemented. Annual Empire Zone expenditures exceeded $550 million, according to the governor's office.
The vast majority of basic research performed in this country is funded by the federal government, so odds are most innovations also stem from our federal research investments, right? The generalization may seem logical but it could never be proven. Let alone following research through to any resulting technologies, it is currently impossible even to tell the number of jobs resulting from federal research investments–supporting people in positions ranging from top of the field faculty researchers to research assistants, lab technicians, and administrative/custodial support staff.
The United States Patent and Trademark Office (USPTO) invites public comment on a proposed new patent examination initiative that would provide applicants greater control over the speed with which their applications are examined and promote greater efficiency in the patent examination process. The new "Three-Track" program aims both to provide applicants with the timing of examination they need and to reduce pendency of patent applications.
Russian President Dmitry Medvedev plans to spur Russia's economic modernization through the Skolkovo innovation center. Currently in the planning stage, the research hub will be at the heart of Russia's modernization strategy. Energy, IT, telecommunications, biotechnology and nuclear technology are the five "presidential" research priorities at Skolkovo. On his current American visit, President Medvedev will attempt to attract talent and private investment from Silicon Valley. Cisco already has committed to a partnership with Skolkovo.

The Board of Directors of the Kansas Technology Enterprise Corporation (KTEC) seeks a Chief Executive Officer to lead the organization. The CEO is responsible for executing the agency's mission, including strategic development and cultivation of the region's innovation infrastructure. A minimum of a bachelor's degree plus ten or more year's employment in technology-based economic development with at least two years in a supervisory capacity is required.

Crafting a regional TBED strategy is a difficult proposition. First, you figure out where you are. You check the data, conduct surveys and talk to the right people. Then, you figure out where you need to go. You look at other regions, and, again, talk to the right people. Using that information, you try to chart a course from where you are to where you want to be. The path, however, is rarely a straight line.

The Economic Development Administration (EDA) would have $15 million less available for grants next fiscal year in the budget bill approved by the Senate Appropriations Committee last week. For comparison, the relevant House Appropriations subcommittee in June approved a total budget of $317.85 million for EDA — that is $24.85 million more than the FY10 budget and a whopping $37.67 million more than the Senate.
VC Investment Up As Cleantech Sector Hits Record High
According to a survey of SSTI members, the three most pressing needs for state and local TBED organizations in this economy are: how do we capitalize on the federal government's renewed commitment to growth through innovation and research? How do we encourage faster commercialization and more entrepreneurship among our local businesses? How do we more fully engage our universities in building our economic recovery and innovation-based future?
A Brookings Institution's Metropolitan Policy Program study of U.S. exports between 2003 and 2008 found that export-based businesses accounted for 8.3 percent of U.S. employment and higher wages than domestic-oriented industries. During that period, the country's 100 largest metropolitan areas produced about 64 percent of U.S. exports, including about 75 percent of the nation's exported services. Since the Obama administration has made increasing U.S.
North Carolina Governor Bev Perdue recently signed off on a package of economic incentives for small businesses, including tax credits for interactive digital media firms, particularly those that collaborate with the state's research universities or community colleges. Digital media companies, including video game studios, are eligible for a 15 percent income tax credit; 20 percent for higher education collaborations. The bill also provides a 35 percent tax credit for research performed within one of the state's Eco-Industrial Parks.
A recent report from the National Governors Association Center for Best Practices provides states with a blueprint to create a skilled workforce based on the success of the Automotive Manufacturing Technical Education Collaborative (AMTEC). AMTEC is a partnership of 30 community colleges and 34 auto-related plants in 12 states that worked to identify and implement improvements in technical education for workers in advanced automotive manufacturing.
A $108.3 million increase would be nothing to refuse in a tight budget scenario, except Congress has set a goal to double the $5 billion Office of Science (OS) budget and the figure is slightly less than half of the $218 million increase the Obama administration requested for FY 11. The information is taken from the recent action by the Senate Appropriations Subcommittee on Energy and Water Development on the Department of Energy's 2011 budget.
