DOL Announces $150M Ready to Work Partnership Grant Competition

The Department of Labor announced it will commit up to $150 million to the Ready to Work Partnership grant competition — a program that supports and scales innovative  public-private partnerships to build a pipeline of talented U.S. workers in middle- and high-skill jobs.

New Commercialization Efforts Launched by Universities, Industry Partners

University-focused initiatives that help bring new technologies and products to market help drive regional economic development and encourage an entrepreneurial culture on campuses. SSTI’s latest Trends in TBED report featured a number of commercialization efforts launched in 2013, including university-based funds to support ideas from faculty, staff and alumni. Presidential Executive Actions Target Patent Trolls, Offer Assistance to Innovators

In keeping with the commitment made in his State of the Union address to reform the American patent system, President Obama announced a series of executive actions to improve the quality and accessibility of the patenting process. Useful Stats: Utility and Design Patents by State, 2008-13

U.S. patents continued their rapid pace of growth in 2013, according to statistics from the U.S. Patent and Trademark Office (USPTO).  USPTO granted 122,593 utility patents last year, a 10 percent increase over the previous year and a 72 percent increase over 2008.

John Sider has accepted a position with Pennsylvania State Senator Vincent Hughes and the PA Senate Democratic Caucus to work on economic development policy and projects, effective April 1. Currently, Sider is the managing director of statewide initiatives at Ben Franklin Technology Partners.

Vic Nole has joined the Buffalo Niagara Medical Campus, Inc. as director of business development and entrepreneurial activity.

Highlights from the President's FY15 Department of Commerce Budget Request

The president’s FY15 budget request for the Department of Commerce (DOC) totals $8.8 billion in discretionary funding (6.9 percent increase over FY14 enacted), with increased funding for most agencies and programs related to research, technology transfer, advanced manufacturing and regional economic development. The department would play a key role in the administration’s Opportunity, Growth and Security Initiative (OGSI), managing the planned expansion of the National Network of Manufacturing Innovation (NNMI) to include 45 institutes over the next 10 years.

Australia Seeks to Boost Economy With $800M Investment in Innovation

Australian Prime Minister Malcolm Turnbull announced a suite of new policies and investments aimed at catalyzing the nation’s economy through science, innovation and entrepreneurship. The National Innovation and Science Plan would fund university research, invest in K-12 and university STEM programs, limit the financial risks of entrepreneurship, invest in technology commercialization programs, and introduce a new class of visa for entrepreneurs. The changes would also enable equity-based crowdfunding and provide tax credits for early stage investment.

Western Govs Target Education in FY17 Spending Plans

NGA Launches Pilot Program in Six States to Prepare Teens, Millennials for Middle-Skill, STEM Careers

The National Governors Association’s (NGA) Center for Best Practices launched the 2016 Policy Academy on Scaling Work-Based Learning – a pilot program in six states that blends work experience and applied learning to develop youth and young adults’ foundational and technical skills to expand their education, career and employment opportunities. The goal of the program is to connect 16- to 29-year-olds with middle-skills career opportunities in STEM-intensive industries such as advanced manufacturing, health care, information technology and energy.

Over $2B in Investments Announced at NY’s Regional Economic Development Awards

New York Gov. Andrew Cuomo announced $2.25 billion in economic and community development awards as part of the fifth installment of the state’s Regional Economic Development Council (REDC) Initiative. Of this total, $1.5 billion over the next five years will go to the three regions (Central New York, Finger Lakes, and the Southern Tier) that were selected as the winners of the Upstate Revitalization Initiative.

Declining Oil Prices Impact State Budgets, GDP

Around the country, states are beginning to feel the fiscal impacts of falling oil prices.  In FY 2016, eight states enacted FY 2016 budgets below their FY 2008 levels, largely as a result of challenges associated with their oil and gas industry, according to the Fiscal Survey of States report by the National Association of State Budget Officers (NASBO). Congressional Spending Deal Would Boost Funding for Regional Innovation, Make R&D Tax Credit Permanent

This week, congressional leaders reached a deal on spending that would prevent a federal government shutdown. The omnibus appropriations bill would fund the Economic Development Administration’s (EDA) Regional Innovation Program at $15 million, an increase of $5 million over the previous year. The Regional Innovation program is SSTI's highest legislative priority because of the flexible funding it provides for regional innovation activities.

NTIA Extends Deadline for Digital Economy Board of Advisors Nominations

The National Telecommunications and Information Administration (NTIA), located within the U.S. Department of Commerce, announced that their closing deadline to submit nominations for the Digital Economy Board of Advisors has been extended to January 12, 2016.

SSTI Examines Details of the FY16 Spending Omnibus and Tax Legislation

As recently reported in the SSTI Digest, Congressional leaders were able to reach an agreement on federal spending that averted a government shutdown. The FY16 omnibus appropriations legislation and an accompanying bill related to tax provisions were signed by President Obama on December 18.

NIST to Fund Two New Manufacturing Innovation Institutes

The U.S. Department of Commerce's National Institute of Standards and Technology (NIST) plans to fund up to two new institutes within the National Network for Manufacturing Innovation (NNMI). NIST's solicitation will be the first in which the funding agency has not predetermined the industry of focus for the institute, however, the agency is particularly interested in topics deemed critical by the President's Council of Advisors on Science and Technology (PCAST) Advanced Manufacturing Partnership. These include manufacturing robotics and biopharmaceutical manufacturing.

PA One Step Closer to Budget Deal; HI, NM, VA Govs Outline Spending Plans

While many states have begun negotiations on budget plans for FY17 and beyond, Pennsylvania has made some progress on FY16 spending. Gov. Tom Wolf signed a partial budget that funded many agencies and programs related to economic development, but that did not include higher education funding and other operations. In the coming months, SSTI will review gubernatorial addresses and budget proposals related to economic development. Median Seed Pre-Money Valuations Increase to $4M, Highest Ever in HALO Report History

Angel group valuations and deals continued to rise through the third quarter of 2015, according to the most recent HALO Report, a publication of the Angel Resource Institute at Willamette University in Oregon. While median angel-only round sizes were $500,000 in both the first and second quarters of 2015, the third quarter saw this amount increase 45 percent to $725,000.

Crowdfunding, Accredited Investor Definition Changes May Shape Startup Investing in 2016

SBA Announces 2015 80-Member Class for Growth Accelerator Fund Competition

At a White House event, the Small Business Administration (SBA) announced approximately $4 million to prizes to 80 growth accelerators in 43 states the District of Columbia and Puerto Rico through the second round of its Growth Accelerator Fund Competition. Launched in 2014, the competition makes awards of $50,000 each to help fund operating budgets for accelerators and other entrepreneurial ecosystem models in parts of the country where there are fewer conventional sources of access to capital (e.g., venture capital and angel capital investors).

New York Ventures to Oversee State’s Innovation Investment Funds

This week marked the launch of New York Ventures, an Empire State Development program dedicated to encouraging innovation and fueling economic growth in communities across New York. The program is derived of three separate funds: the $100 million New York State Innovation Venture Capital Fund; the $45 million Innovative NY Fund; and, the $2 million Minority- and Women-Owned Business Investment Fund. As part of the New York Ventures launch, Empire State Development also announced the NYS Innovation Venture Capital Fund’s close on financing for two New York-based tech companies.
