On January 14, 2013, the National Science Foundation (NSF) instituted several key changes in the NSF's Proposal and Award Policies and Procedures Guide. The new rule changes will affect several areas of the proposal process, especially for those applying online via FastLane, including a revised project summary process and review criteria.

North Carolina Gov. Pat McCrory is pushing for state funding of higher education to be based on the success that community colleges and universities have at placing their students in the job market. “I don't want to subsidize (a course) if that's not going to get someone a job ... it's the tech jobs we need right now,” stated McCrory on the nationally syndicated “Morning In America” radio broadcast.

Are we on the threshold of a new federal acquisitions process? Instead of the traditional Request for Proposal (RFP) process, federal agencies have been turning slowly to crowdsourcing as a model to address some of the most pressing problems for both federal agencies and the nation. Through crowdsourcing, a collaborative method of design, government entities like the Department of Defense's Defense Advanced Research Projects Agency (DARPA) and NASA hope to create a more innovative, streamlined design-to-production process at a fraction of the cost.

FCC Chairman Julius Genachowski called for all 50 states to be outfitted with at least one gigabit-speed community by 2015 in an op ed piece run by Forbes earlier this month. Approximately 42 communities in 14 different states already fit the bill and more are joining the effort in what Genachowski termed the “Gigabit City Challenge.”

The National Institute of Standards and Technology (NIST) has awarded cooperative agreements to organizations in South Dakota and Kentucky to fill absences of the Hollings Manufacturing Extension Partnership (MEP) program. After 10 years, South Dakota will again have an MEP center — the South Dakota Manufacturing and Technology Solutions, housed at the University of South Dakota in Vermillion.

Leslie Guice officially was approved by the University of Louisiana System Board of Supervisors to become the 14th president of Louisiana Tech University. Guice will take office July 1, 2013.

Upbeat revenue forecasts and shared economic principles have Republican governors in four states requesting more funds for higher education tied to performance metrics or workforce outcomes. Recent budget proposals introduced in Florida, Ohio, Pennsylvania and Texas focus on competing for talent and jobs through efforts to encourage STEM learning and teaching and incentivizing outcomes such as graduating more students in high-demand fields, conducting research and more. College affordability is addressed through measures that would freeze tuition or cap increases.

Last week, the U.S. Treasury released interim rules for the new Community Development Financial Institutions (CDFIs) Bond Guarantee Program. Through the program, eligible CDFIs will issue bonds that are guaranteed by the federal government and use the bond proceeds to extend credit to the broader CDFI industry for community development. Unlike other CDFI Fund programs, the bond proceeds are debt instruments that must be repaid. The Treasury Department will guarantee up to 10 bonds per year, each at a minimum of $100 million, up to a total of $1 billion per year.

In July 2009, President Obama challenged community colleges to graduate an additional five million students by 2020. According to the president's speech, community colleges uniquely are positioned to fuel the future of U.S. competiveness by developing an educated, skilled workforce to address the needs of a 21st century workplace.

On her last day, Secretary of State Hillary Rodham Clinton announced several State Department initiatives that aim to have a global impact. A number of those that will be funded focus on technology-based development. The program wPower seeks to advance women's clean energy entrepreneurship around the world by supporting 7,000 women to launch small businesses around energytechnologies that might increase energy access in their area.

While Congress remains in deadlock over another looming budget crisis, there is bipartisan movement on national immigration reform. Last week, a bipartisan group of senators introduced the Immigration Innovation Act of 2013 that focuses on reforming immigration law for high-skilled workers and promoting U.S. global leadership in innovation.

Tom McDonnell, President and CEO of the Kauffman Foundation, on Tuesday presented the organization's outlook on the current level of entrepreneurial activity in the U.S.. He began with news that there was growing national consensus that entrepreneurs can help promote growth in the sluggish economy, but cited challenges in capital financing and regulations.

The Saudi Basic Industries Corporation (SABIC) will invest $500M in launching four new technology and innovation facilities this year. Two facilities will be based in Saudi Arabia, and the other two will be built in India and China. SABIC's expansion will bring the organization's number of research facilities around the world to 18.

After dipping just under 50 percent in 2011, California reclaimed its spot as the site of a majority of U.S. venture capital investment last year, according to the National Venture Capital Association/PricewaterhouseCoopers Moneytree Survey. About 53 percent of all U.S. venture capital dollars were invested in California companies in 2012, the largest share captured by the state since the annual survey began in 1995.

In his fifth State of the Union address, President Obama announced education and immigration reform as core issues for his second term and laid out a plan for innovation and job creation policies that would be fundamental drivers for broad-based, long-term economic growth. While acknowledging the need for entitlement reform and deficit reduction, President Obama held firm in his conviction that public investment is necessary to ensure that the United States remains an economic superpower in the 21st century.

Revolutionizing STEM facilities, hiring new faculty, increasing undergraduate enrollment and even planning new dorms to house the anticipated influx of new students are part of Gov. Dan Malloy's proposed $1.5 billion expansion and investment in the University of Connecticut (UConn).

In the wake of a potential overhaul to the state's economic development strategy, Gov. Lincoln Chafee received two reports analyzing the strengths and weaknesses of Rhode Island's existing industry clusters and identifying potential new opportunities. The reports provide guidance for consideration by the Sustainable Rhode Island Initiative, a multi-agency effort to develop an integrated approach for the state related to land use, transportation, housing and economic development.

On Thursday, the Obama administration announced it had selected the TechBelt region, encompassing northeast Ohio, western Pennsylvania and northern West Virginia, to host the pilot institute of the National Network for Manufacturing Innovation (NNMI). The new National Additive Manufacturing Innovation Institute (NAMII) will operate as a partnership of more than 60 companies, research universities, community colleges and nonprofit organizations from the region.

The Small Business Administration released two Requests for Information (RFIs) on amendments to the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs. In compliance with the SBIR/STTR Reauthorization Act of 2011, SBA has made several key changes to the SBIR/STTR programs relating to eligibility, the award process, program administration and fraud, waste and abuse. Although the SBA has already published the final changes, it is requesting comments on the various amendments made.

With their vast knowledge about technology and access to expertise inside and outside the university, graduate and post doctoral students play an important role in helping spinoff successful companies. Moreover, universities should encourage students to explore entrepreneurship through spinoffs as a potential career option outside of academia. This recommendation is among three guidelines outlined in a recent report that examines the important roles of students and faculty in the university technology transfer process.

While still vulnerable to economic shocks both domestically and from international developments, states are reporting improved revenue, spending within budgeted amounts, and the ability to shore up rainy day funds. Ten states and the District of Columbia expect to finish FY12 with year-end balances of 10 percent or more, and new budget gaps are rare and confined to a few states. Overall, state fiscal offices appear better positioned to handle the challenges ahead.
