Change in Health & Human Services R&D, by State 2002-2006

Increasing life science and health-related research remains a major component of many state, local and university TBED strategies. Change in federal R&D obligations from the Department of Health and Human Services (HHS), which includes the National Institutes of Health, the Centers for Disease Control & Prevention, and Agency for Healthcare Research and Quality among other agencies, could be a good indicator of progress — or an indicator of the need to expand or amend those strategies.

Competing Massachusetts Bills Have Similar Goals: Consolidating TBED, Econ. Dev.

Two bills aiming to consolidate state agencies and establish incentives for job creation were introduced last week by Gov. Deval Patrick and Senate President Therese Murray. Gov. Patrick's bill would merge the Massachusetts Technology Development Corporation with the Massachusetts Community Development Finance Corporation and the Economic Stabilization Trust to form a new Massachusetts Growth Capital Corporation funded by a $25 million capital bond authorization and $15 million from the Emerging Technology Fund.

JOBS ACT Receives Congressional Approval, Awaits President's Signature

The House approved the Senate amended version of the Jumpstart Our Business Start-ups, or JOBS, Act 380 to 41. Although, the House overwhelmingly approved the bill earlier this month, the House had to accept the Senate's amendments to the crowd funding provision. Crowd funding allows small business and startups to sale small amounts of stock to many individuals through the internet or other means without registering the shares for public trading with the Securities and Exchange Commission (SEC).

U.S. Manufacturing Office Seeks Input on Program Design for $1B Initiative

The U.S. Advanced Manufacturing National Program Office will hold its first workshop to help design a national network of regional manufacturing innovation hubs on April 25 at the Rensselaer Polytechnic Institute in Troy, NY. The event will be the first in a series of meetings to gather ideas from industry, academia and government participants on how to best structure the proposed National Network for Manufacturing Innovation.

Oklahoma Governor's Budget Consolidates OCAST and Commerce

The Oklahoma Center for the Advancement of Science and Technology (OCAST) is among a list of 16 state agencies slated for consolidation in Gov. Brad Henry's budget proposal, which he says will result in cost savings of $5.3 million. Under the proposal, OCAST would be moved to the Department of Commerce, along with Aeronautics, Indian Affairs and the Oklahoma Space Industry Development Authority. Funding for OCAST would be reduced by 3 percent, for a total $19.8 million in FY11. OCAST provides funding and resources to help businesses develop and commercialize technologies.

Connecticut Gov. Proposes Economic Recovery Initiatives, Cuts TBED

Gov. Jodi Rell last week unveiled her FY11 midterm budget adjustments, eliminating or reducing funding for several TBED initiatives in the second year of the biennium. At the same time, the governor proposed an economic recovery package that includes a lending program for small businesses, a student loan forgiveness program to retain green collar workers, and a sales tax exemption for green energy industries.

Still #1, U.S. Patenting Falls 11.4% in 2009; China Jumps to #5 With 29.7% Growth

International patent filings fell by 4.5 percent in 2009 with sharper than average declines experienced by some industrialized countries and growth in a number of East Asian countries, according to the World Intellectual Property Organization. With 45,790 applications, the U.S. filing rate dropped 11.4 percent in 2009, but maintained its top ranking by filing just under a third of all international applications.

NSF: U.S. R&D Spending Continued to Grow in 2008

Despite the depth of the economic recession, preliminary estimates by the National Science Foundation indicate that U.S. R&D expenditures totaled $397.6 billion in 2008, up from $372.5 billion in 2007. This increase in overall national R&D performance represented growth in 2008 of 6.7 percent over the 2007 level. It also substantially exceeded the pace of growth in U.S. gross domestic product over the same year, which was 3.3 percent.

White House Announces Initiatives to Accelerate Commercialization

President Obama last week announced several initiatives aimed at spurring technology commercialization following the signing of the America Invents Act, including two new programs to assist biomedical entrepreneurs at the National Institutes of Health (NIH). The administration also will develop a national plan focused on reforms to speed commercialization and open new markets. A blueprint outlining those efforts is due in January.

Gordon Gee to Give Keynote at SSTI Conference

Startup America Partnership Announces Online Services

OECD Finds Promise in Emerging National Innovation Economies

The Organization for Economic Cooperation and Development (OECD) has released the 10th edition of its annual Science, Technology and Industry Scoreboard. Each year, OECD examines major trends in the global innovation economy and uses 180 indicators to evaluate the high-tech economies of OECD countries, as well as select non-OECD countries. The overarching theme of this year's release is the increased importance of the non-OECD countries, including Brazil, the Russian Federation, India, Indonesia, the People's Republic of China and South Africa, together dubbed the BRIICS countries.

2012 Excellence in TBED Awards Program Kicks off in May

SSTI's 2012 awards program kicks off May 15 with an open call for applications. The awards showcase initiatives that greatly impact state and regional economies through successful and innovative efforts to: Commercialize and Expand Research Capacity; Increase Access to Capital; Build a Culture of Entrepreneurship; and Improve the Competitiveness of Existing Industries. Most Americans Doubt U.S. Will Lead In S&T Through 2020, Survey Shows

Only 42 percent of Americans believe that the U.S. will maintain its dominance in science and technology through 2020, according to a recent survey by Research America. Americans also appear to expect that this change will have dire consequences. Sixty-four percent believe that it is important that the U.S. lead in R&D, and 78 percent believe that S&T leadership is important to U.S. competitiveness. Science, innovation and health ranked above "the environment" and "faith and values" in importance for future presidential debates, according to survey respondents. Read the report...

Kauffman Study Finds Entrepreneurs Prefer Sole Proprietorships

The U.S. economic crisis spurred more Americans to become entrepreneurs than at any point in the last 16 years, according to the 2011 edition of the Kauffman Foundation's Index of Entrepreneurial Activity. The study found that 320 out of every 100,000 (0.32 percent) adults (individuals between the ages of 20 and 64) in the U.S. started a new business each month in 2011, a 5.9 percent decline from 2010 (0.34 percent), but an increase over the pre-recession period. Many of these new entrepreneurs, however, are not creating new jobs through their startups.

Governors Convene Special Sessions on Jobs

Governors in several states are bringing lawmakers back into session this fall with a more focused agenda on job creation. During a one-day special session on Friday, lawmakers in Mississippi approved a $175 million incentive package to bring two high-tech manufacturing facilities to the state. Meanwhile, Missouri Gov. Jay Nixon will try again to enact the Missouri Science and Innovation Reinvestment Act (MOSIRA) to support science and tech companies and the Compete Missouri Initiative, both which failed to pass during the regular session.

Federal Initiative Will Expand Broadband Collaboration

The Office of Science and Technology Policy (OSTP) and the National Science Foundation (NSF) have announced a new initiative to develop new technologies and applications for high-speed broadband networks. The agencies have posted a request for white papers for the initiative, dubbed US Ignite, to identify potential companies, nonprofits, agencies and individuals that can provide resources and infrastructure to facilitate collaboration. Participating organizations will help develop next-generation applications for high-speed networks that cannot yet run on today's Internet infrastructure.

Daniel Hasler has been named the Indiana Secretary of Commerce, effective Sept. 16. He will replace Mitch Roob who is leaving the post to accept a position in the private sector.

The National Governors Association named David Moore as the director of its NGA Center for Best Practices.

Obama Administration Proposes New National Network to Support Manufacturing

President Obama announced the National Network for Manufacturing Innovation, a propped $1 billion initiative to build a network comprised of up to fifteen Institutes for manufacturing innovation across the country. The proposed fifteen member institutes will serve as regional hubs of manufacturing excellence that will help make U.S. manufacturers more competitive and encourage investment.

NIH R&D budget is healthy in FY 2026 budget

The Institutes and Centers of the National Institutes of Health receive an increase of $301 million in budget authority for a new total of $47.216 billion in FY 2026, a figure that stands in sharp contradiction to the severe cuts recommended in the Administration’s request. Additionally, ARPA-H is to receive $1.5 billion.

Innovation districts have become a central tool in contemporary economic development, promoted for their ability to revitalize underused urban areas, attract high-growth firms, and strengthen regional competitiveness. Influenced by early work from Bruce Katz and colleagues at the Brookings Institution, many districts were intentionally located in formerly industrial or disinvested neighborhoods and initially delivered clear economic gains.
