Development of a new graduate energy sciences and engineering program at the University of Tennessee at Knoxville (UTK) that intends to create 200 faculty appointments for Oak Ridge National Laboratory (ORNL) researchers is underway following near unanimous passage of a higher education bill last month during a special legislative session. The measure was approved 32-0 in the Senate and 93-2 in the House. In support of the new program, Gov.

Replenishing the Innovation Incentive Fund and investing in space industry, public research, and green energy technologies are among Gov. Charlie Crist's FY11 budget recommendations to grow the state's innovation economy and establish Florida as a pre-eminent global hub. The governor's budget includes $100 million for the Innovation Incentive Fund, which was established in 2006 to attract R&D companies and create high-wage jobs. The fund was depleted in 2008 (see the May 7, 2008 issue of the Digest).

On the heels of his State of the Union announcement that the administration would push aggressively to drive clean energy innovation, President Barack Obama unveiled a three-part action plan to accelerate the development of biofuels and clean coal technology. The plan includes new rules concerning the national renewable fuel standard, incentives for biomass production and the creation of an interagency group to devise a federal strategy on carbon capture and storage.

Arden Bement, head of the National Science Foundation since his appointment as acting director in early 2004 and permanent director in November of that year, will become director of the new Global Policy Research Institute at Purdue University, effective June 1. Bement served as director of the National Institute of Standards and Technology from 2001 to 2004.

NSF directorships are Presidential appointments with six-year terms. Bement's term would have expired in November, 2010. The White House has yet to name Bement's successor.

The National Institute of Standards and Technology is seeking qualified applicants for the director of the Technology Innovation Program (TIP). The director will serve as the executive responsible for managing and leading this critical program for NIST. The TIP was established as part of the America COMPETES Act (P.L.

Sandy Baruah has been selected to become the president and CEO of the Detroit Regional Chamber, effective March 15.

John Collar, the chief executive officer and president of the Colorado BioScience Association, resigned this week to pursue other business opportunities. Denise Brown has been selected serve as the organization's interim executive director while a search is conducted for Collar's replacement.

In his budget presentation to the legislature last week, Gov. Martin O’Malley called for continued support of his 10-year, $1 billion plan to build Maryland's reputation as a global leader in biosciences. To this end, the governor recommends $43 million in FY11 for stem cell research, tax credits for biotech companies, and support for biotechnology commercialization and translational research.

Most impact models look at broad measures, sometimes including multiplier estimates for indirect effects. Connecticut Innovations (CI) takes a different approach, but one that might be expected from the venerable equity investment program – the direct capital return to its initial stakeholder, the state.

Bottom line: the program pays for itself, according to recent impact study performed by Connecticut’s Department of Economic and Community Development.. In fact, it has paid nearly $2 for every dollar invested between 1995 and 2008.

Earlier this month, Gov. Jim Douglas announced a plan to use $8.7 million in federal stimulus funds for job creation programs, including broadband infrastructure, low-interest loans and workforce training. Many of the proposals mirror last year’s SmartVermont plan, a proposal rejected by lawmakers that would have leveraged federal funds to provide $17.2 million for statewide economic development. Virginia Governor Bob McDonnell dropped his previous nomination, Robert Sledd, as his secretary for Commerce and Trade and instead nominated businessman James Cheng. Cheng, whose nomination needs to be confirmed by the Democratic-controlled Senate, was sworn in on January 17.

The National Science Foundation is seeking a Senior Analyst in its Science & Engineering Indicators Program, Division of Science Resources Statistics’ (SRS) Directorate for Social and Behavioral Sciences, Arlington, VA. The appointment is under the Intergovernmental Personnel Act (IPA) for a two-year renewable period

The Economic Development Administration invites proposals to distribute $37 million through the Community Trade Adjustment Assistance Program. Funds are available for communities that have experienced, or are threatened by, job loss resulting from international trade impacts. Communities must be certified as eligible for trade adjusted assistance. Funding can be used for planning, technical or infrastructure projects that could involve innovation and entrepreneurship. Proposals are due April 20. Funds will be disbursed through EDA’s six regional offices.

In an effort to improve the percentage of city residents with college degrees, Philadelphia Mayor Michael Nutter announced his administration will be opening an office within City Hall to help potential students considering higher education. The “PhillyGoes2College” office will direct residents to assistance with filling out financial aid forms and applications, preparing for standardized admission tests, and writing college essays.

The Los Angeles County Economic Development Corporation has approved what is being called the region's first consensus strategic plan for economic development. The plan includes support for local research and commercialization activities, sector-based worker training and placement programs and provides assistance to entrepreneurs. President Obama announced five new public-private partnerships to train more than 10,000 new math and science teachers over the next decade. The partnerships, part of the White House's "Educate to Innovate", represent a $250 million investment in STEM education.

Since the start of the recession, the strongest performing metropolitan areas are located in the southern midsection of the U.S., especially in Texas, and around upstate New York and the Missouri River Valley, according to the most recent edition of the Brookings Institution’s MetroMonitor series. The governor's plan would establish an Angel Investment Tax Credit program to allow investors making an early-stage investment in a technology startup to receive a capped credit against their Illinois tax bill.

High-tech manufacturers in Connecticut seeking to innovate and diversify their processes are eligible for grants of up to $25,000 each under a new pilot program announced last week by Gov. Jodi Rell. The goal of the Connecticut Small Business Innovation and Diversification Program is to help the state's small businesses develop, produce and commercialize new products while streamlining delivery of products and services, according to the governor's press office.

The Ohio Business Roundtable's independent assessment of the outcomes and impacts from the first $473 million invested from Ohio's Third Frontier (OTF) Program since its creation in 2003 shows the program providing an annualized return of 22 percent - and climbing. Presented to the Ohio Department of Development Dec. 8, the report reveals product sales of OTF-funded projects already equal $440 million alone, nearly matching the state's investment. An additional $3.2 billion of follow-on funding has been secured for OTF projects as well.

Three University of Idaho agricultural research and extension centers slated for possible closure this month due to budget cuts will remain open through June following monetary pledges from industry groups. Last week, the state Board of Education accepted a $1.5 million offer from the J.R. Simplot Co. allowing the Parma Extension and Research Center to remain open for the next five years in return for up to half of the center’s 100 acres of cropland and other facilities for the company’s own research, reports The Idaho Statesman.

Recent college graduates may be thinking otherwise as their unemployment rate is twice what it was two years ago, but &#quot;nearly 75 percent of future jobs will require a postsecondary degree or certificate,&#quot; according to Increasing College Success: A Road Map for Governors.
