Louisiana Gov. Kathleen Blanco has appointed Michael Olivier to serve as Secretary of Louisiana Economic Development. Olivier was president and CEO of the Harrison County Development Commission in Gulfport, Miss., for 17 years.

Two years following its creation, the Louisiana Technology Fund has $2.3 million to help the early-stage technology companies for which it was intended, the Baton Rouge-based Advocate reported earlier this month. The fund stems from 2002 legislation that revived Louisiana's Certified Capital Companies (CAPCOs) program.

Former NASA Administrator Richard Truly, now head of the National Renewable Energy Laboratory, announced his plans to retire in November.

While the federal government supports fuel cell research, nearly every state across the country has taken a more active role in advancing the development and commercialization of fuel cell and renewable energy technologies, according to two recent reports from the North Carolina State University Solar Center. A web-based directory of more than 875 state and federal initiatives managed by the center helps prove that point.

SSTI has compiled a table of the National Institutes of Health (NIH) awards in total dollars and state rankings from fiscal years 2000-2004. The states are ranked by percent change over the five-year period. Earlier this week, 22 states and Puerto Rico were named recipients of more than $2.2 million in combined fiscal year 2004 Federal and State Technology Partnership (FAST) and Rural Outreach Program (ROP) awards. All but one of the 21 FAST awards distributed by the Small Business Administration (SBA) were worth $95,000 -- they totaled nearly $1.98 million. Five ROP awards of $49,470 also were made by SBA.

Measured over a three-year period, minority women-owned businesses had similar survival rates and employment growth compared to all women-owned firms, according to a recent series of federal reports. However, when measured against other minority women-owned firms, African American women-owned businesses showed greater job loss and lower survival rates.

The nonprofit Challenger Learning Center of Alaska Board of Directors recently announced the hiring of Sharon Gherman as its new Executive Director. Gherman was the former K-12 program executive for the Alaska Science and Technology Foundation.

Colorado State Representative Tim Fritz is resigning his seat to become director of Colorado's Office of Aerospace and Aeronautics.

John Hansen is the new Secretary of Technology for the State of Colorado. Hansen retains his position as Chief Technology Officer as well.

The Economic Development Administration (EDA) recently announced the recipients of its 2003 Excellence in Economic Development Awards. A total of eight award-winners were named across seven broad award categories. Those pocketing awards in Innovation and Technology-led Economic Development, respectively, are described below.

Innovation

An update to Louisiana: Vision 2020, a strategic plan to improve the Louisiana economy, calls for creating more quality jobs in the state's high growth sectors. First released by the Louisiana Economic Development Council in 1998, the newly revised plan also stresses the need to place increased importance on early childhood education, teacher quality and math and reading performance among high school students as keys to boosting student achievement.

Colorado Governor Bill Owens has appointed Paul Ray as the state's first director of biosciences.
