Brian Vogt has been appointed director of Colorado's Office of Economic Development and International Trade.

Former NASA Administrator Richard Truly, now head of the National Renewable Energy Laboratory, announced his plans to retire in November.

One of the most critical elements needed for a tech-based economy is a strong higher education system that supplies a source of research ideas, new technologies and a skilled workforce. Studies have shown that individuals with college degrees earn more money, obtain better jobs, pay more taxes, and are more apt to perform volunteer work. Given higher education's important role, several states have been re-examining how higher education can play a larger role in their economy.

Washington State remains poised to capture more benefits from its technology-driven economy, according to the Index of Innovation and Technology released last month by the Washington Technology Center (WTC). As the state's lead organization to support science and technology, WTC publishes the Index to provide the state's decision makers with annual benchmarks for setting policy and  public investments to promote technology-based economic development.

Washington Gov. Gary Locke appointed Juli Wilkerson to serve as director of the Department of Community, Trade and Economic Development, replacing Martha Choe, who is now serving as state coordinator for the Boeing 7E7 project.

The creation and subsidization of CAPCOs, certified capital corporations intended to encourage venture capital (VC) investment, is one of the more controversial policies some states have adopted to encourage the growth of tech-based economies. With substantial revisions to Colorado's short CAPCO experiment this month, questions are raised once again for other states that either have passed or are considering various approaches to increasing the availability of risk capital for new tech firms.

Earlier this week, 22 states and Puerto Rico were named recipients of more than $2.2 million in combined fiscal year 2004 Federal and State Technology Partnership (FAST) and Rural Outreach Program (ROP) awards. All but one of the 21 FAST awards distributed by the Small Business Administration (SBA) were worth $95,000 -- they totaled nearly $1.98 million. Five ROP awards of $49,470 also were made by SBA.

The Metropolitan Development Association, of Syracuse and Central New York, also recently named a new chairman, John Zawadzki, of its Regional Development Alliance.

Measured over a three-year period, minority women-owned businesses had similar survival rates and employment growth compared to all women-owned firms, according to a recent series of federal reports. However, when measured against other minority women-owned firms, African American women-owned businesses showed greater job loss and lower survival rates.

For many states, increasing industrial research and development (R&D) within the state's academic research institutions is a priority. Some state tech-based economic development agencies offer financial assistance, such as matching grants to foster greater university-industry research collaboration. Some offer tax credits to companies for research expenditures within the state higher education community.

SSTI has compiled a table of the National Institutes of Health (NIH) awards in total dollars and state rankings from fiscal years 2000-2004. The states are ranked by percent change over the five-year period. The greatest gains were posted in North Dakota (202.51 percent), Alaska (200.98 percent), Idaho (157.48 percent), Montana (144.72 percent), Virginia (120.85 percent), and Hawaii (107.06 percent).

A Visa analysis of innovation and creativity among the nation’s top 50 metro areas has Seattle ranked first in combined scoring, followed by Austin, Nashville, Minneapolis and Washington, D.C. Visa’s Innovation Index measures entrepreneurialism, community support and creativity on a per capita basis throughout the major Metropolitan Statistical Areas.

Unofficial results posted today on the National Conference of State Legislatures (NCSL) website reveals political control of at least 10 of the country's 99 state legislative chambers (Nebraska has a unicameral legislature resulting in the odd total for the country) changed parties in yesterday's election.

With the first round of state funding not expected until April 2008, private foundations have stepped in to provide a jumpstart for the Life Sciences Discovery Fund (LSDF). Last week, six Washington-based research teams were awarded more than $4.5 million in private funding to support projects that improve health care quality and capitalize on economic development opportunities within the state.
