For many states, increasing industrial research and development (R&D) within the state's academic research institutions is a priority. Some state tech-based economic development agencies offer financial assistance, such as matching grants to foster greater university-industry research collaboration. Some offer tax credits to companies for research expenditures within the state higher education community.

Like many low-population states that cannot benefit from tax revenues from oil and gas exploitation such as Wyoming and Alaska, Rhode Island must leverage its existing university and industry research capabilities more fully and encourage more private investment activity, according to the five initial recommendations of the Rhode Island Science & Technology Advisory Council (STAC).

SSTI has compiled a table of the National Institutes of Health (NIH) awards in total dollars and state rankings from fiscal years 2000-2004. Earlier this week, 22 states and Puerto Rico were named recipients of more than $2.2 million in combined fiscal year 2004 Federal and State Technology Partnership (FAST) and Rural Outreach Program (ROP) awards. Measured over a three-year period, minority women-owned businesses had similar survival rates and employment growth compared to all women-owned firms, according to a recent series of federal reports. The Wisconsin Venture Network (WVN) in Milwaukee has folded into the Wisconsin Innovation Network (WIN) Foundation in Madison, and the combined WIN entity has become a subsidiary of the Wisconsin Technology Council.

Legislation to create investment tax credits and a technology commercialization grant and loan program was approved by the Wisconsin Assembly just before the close of the legislative session. Intended to encourage high-tech industry and entrepreneurship in the state, Senate Bill 261 is designed to create approximately $62 million in new funding for start-ups.
