Chicago Top Host for 'Inner City 100' Businesses
With ten firms, Chicago leaders win bragging rights for being called home by the greatest number of Inc. magazine's "Inner City 100," the fastest growing urban businesses. In fact, six of the top 50 companies were from the Windy City.
Five businesses from Buffalo won inclusion in the magazine's list, earning the New York city the unofficial title as the second most popular home. Pittsburgh, Cleveland, and Oakland, CA each had four companies on the list.

The e-newsletter of the National Association of Seed and Venture Funds, NASVF Net News, reports Sallie Traxler has become the Executive Director for the Council of Development Finance Agencies. Also, the e-newsletter reports Dan Loague has been promoted to the position of NASVF Executive Director.
Legislative Updates: Arizona, New Jersey Reach Budget Agreements
With less than two weeks to go before the new fiscal year, Arizona and New Jersey lawmakers approved funding for cutting-edge research at the close of their 2007 legislative sessions last week. Following is a synopsis of the TBED initiatives slated to receive funding under the respective budget agreements.

Augustine Cheng was appointed managing director of Arizona Technology Enterprises.

Donna Kent resigned as president and CEO of the Arizona Technology Council to accept a position with Televerde, a marketing service solutions provider based in Tempe.

The Greater Phoenix Economic Council has named Robert Hooley as vice president of emerging technology.

Robin Schabes, Chicago Mayor Richard Daley's special assistant for technology, has announced her resignation. Schabes staffed the Mayor's Council on Technology Advisors.
TBED Comings and Goings
Tucked in the fine print of Illinois' budget bills was language to merge seven financing agencies, according to the June 11 edition of The Bond Buyer. Among the agencies included in the merger are the Illinois Development Finance Authority, the Illinois Research Park Authority (inactive), the Illinois Community Development Authority and the Illinois Rural Bond Bank.
Spurring University Tech Commercialization through Incentives
Since her inauguration in January, Arizona Governor Janet Napolitano has pushed legislation intended to increase university tech transfer and commercialization (see related item in this issue). But will it work? Do economic incentives really encourage university researchers to pursue commercialization goals? Or are academics "pure" scientists, truly beyond monetary motives as many would argue?

The Kansas Technology Enterprise Corporation (KTEC) has announced the launch of a statewide trade association to provide support to Kansas' software and information technology industry. The nonprofit has been registered with the state as the Software and Information Technology Association of Kansas (SITAKS) and is designed to support Kansas software, information technology and telecommunications companies.

Arizona Legislature Approves FY09 Funding to Stimulate Economy
Arizona legislators approved the fiscal year 2009 budget last week, providing funds for proposals aimed at stimulating the state’s economy through investments in higher education infrastructure and increasing R&D activity.
Proceeds from an expansion of the state’s lottery will finance $1 billion in bonding for construction projects across the state’s three universities, including $470 million for completion of the Phoenix biomedical campus and upgrades to several buildings.

Recent Research: Measuring the Effectiveness of State R&D Tax Credits
Two weeks ago, Idaho Gov. C.L. “Butch” Otter vetoed legislation to repeal state R&D income tax credits for Idaho companies. Among his reasons for the veto, Gov. Otter claimed removing the credits would put Idaho at a competitive disadvantage because surrounding states over similar incentives. Was he right?
Arizona Governor Unveils New Economic Development Structure
In an effort to streamline economic development strategies and market the state as a globally competitive place to pursue new business ventures, Arizona Gov. Janet Napolitano recently announced the creation of a new model for economic development last month.

2009 Budget Battles Loom for TBED as More States Anticipate Red Ink
Listen or read the business news media and the dreaded “R” word, recession, is back in common parlance. State revenue cycles seem to feel it first. Already, with more than a dozen states projecting budget deficits for both current and coming fiscal years, it seems certain: Spending cuts in programs and services and/or tax increases are imminent. The nationwide housing market slump, the rising cost of energy and health care, and increased state spending are cited as a just a few of the reasons for shortfalls in state budgets.
