Canada’s Treasury Board recently announced the creation of an independent panel of experts to provide advice on transferring management of federal non-regulatory laboratories into private or other non-government hands. The four individuals comprising the panel, each with extensive experience and leadership in Canada's science and technology community, will consider different management options for the Canadian systems of federal research labs.

Over the past few months, several new research park announcements have been made, including a $2.5 billion public-private investment in Kentucky. Gov. Ernie Fletcher last month announced plans for the expansion of the Louisville Health Sciences Campus. The project will encompass the 30-block radius that houses the Louisville health sciences campus.

As with every public policy or program to promote economic development, TBED initiatives can fall victim to critics’ concerns regarding the value of these approaches if performance measurement is not an integral component of your efforts. Fair assessment of impact, though, remains a thorny issue for many TBED strategies because of the early stage of investment (e.g. support for university research, entrepreneurship education or even seed capital).

 

Earlier this year, Arizona Gov. Janet Napolitano and the Arizona State Legislature committed $100 million over four years to support Science Foundation Arizona, a nonprofit public-private partnership to coordinate the state’s R&D investments in science and technology. The catch? The law required a dollar-to-dollar match of non-government funding of the annual $25 million allotment before the state could release its funding to Science Foundation Arizona.

Responding to a statewide economic downturn, Gov. Ted Strickland announced two major TBED initiatives, injecting more than $1 billion into job creation and offering a free year of tuition at Ohio public universities for high school seniors.

 

The Canadian Government this week released its budget for the 2008-2009 fiscal year, which includes several new TBED-related initiatives and increases in funding for a few existing programs. The government plans to leverage its relatively strong fiscal position by providing tax relief and paying down the national debt, while providing $606 million for workforce development and $440 for research over the next two years. Earlier this month, three universities - Stanford University, the University of Texas at Austin and the University of California, Berkeley - announced partnerships with the King Abdullah University of Science and Technology (KAUST), a graduate-level research university set to open in Saudi Arabia by September 2009. The U.S. Department of Homeland Security (DHS) recently announced the recipient universities to conduct security research through five new Centers of Excellence. These centers will develop new technologies to prevent natural and man-made disasters, improve government response to such crises and monitor the nation's shores and borders.

Coming a little late in the year to be included among our Tech Talkin’ Govs series (see Digest issues for Jan. 8, 15 and 29 and Feb. 19), Ohio Gov. Ted Strickland delivered his first State of the State Address on Mar. 14. Below are excerpts from his address calling for a $1 billion investment in alternative and renewable energy technologies over four years.

 

SSTI serves as the TBED community’s go-to resource and strategic partner when dealing with TBED issues. SSTI’s unique ability to address the information needs of its members comes from the fact that SSTI’s staff and board have been “in the trenches” of technology-based economic development. SSTI’s president, vice president and board members, including former Governors John Engler of Michigan and Michael Dukakis of Massachusetts, have more than two decades’ of direct policy development and service delivery experience.

Diffusion of effort can be a great thing in fostering local or regional economic development because there are so many fronts on which the battle must be fought: workforce; business retention and recruitment; entrepreneurship; infrastructure; investing; and, science and technology addressing the needs of different sectors such as manufacturing, retail, service, financial or information technology.

The Angel Capital Electronic Network (ACE-Net) will be privatized by September 1, 2000. The Internet-based listing service for growing companies and angel investors has been run by the U.S. Small Business Administration (SBA) Office of Advocacy.

SSTI annually scans the inaugural, budget and state of the state addresses given by the nation's governors to see how TBED priorities fare as the state leaders present their legislative priorities for the year. If the addresses are right, more than a handful of states will be "the" leader for alternative or renewable energy within a variety of time spans.
