Coming off the heels of the state legislature's approval of a new Emerging Technologies Fund (see the June 13 issue of the Digest), Gov. Rick Perry announced last Saturday that Texas would provide a $50 million grant to establish the Texas Institute for Genomic Medicine (TIGM).

The Southern Arizona Tech Council announced it will merge its programs into the recently created Tucson Regional Economic Opportunities Inc., an integration expected to be mostly completed by June 30, 2006.

President and CEO of the Arizona Technology Council, Todd Bankofier, is resigning his position on Aug. 26 to become vice president and general manager for Ensynch Inc., a Tempe-based information technology services and solutions consulting company.

Randy Goldsmith resigned his position as president and CEO of the San Antonio Technology Accelerator Initiative (SATAI) Network to become assistant vice president of tech transfer and economic development at the University of Texas at San Antonio. SATAI is currently accepting applications to fill the vacancy (see item below).

Jeff Moseley will replace Jim Kollaer as president and CEO of the Greater Houston Partnership.

The San Antonio Technology Accelerator Initiative (SATAI) Network, a nonprofit organization, is accepting applications from qualified candidates to fill the position of President and CEO. The SATAI Network seeks someone with strong leadership and team-building skills, as well as experience in linking venture capital to venture creation and cultivating an environment and resources for start-up enterprises.

The Texas Legislature recently approved $100 million of the original $300 million requested by Gov. Rick Perry for the Emerging Technologies Fund (ETF). Another $100 million is expected to be available from the state's rainy day fund if revenues exceed forecasts.

Elyse Golob is the new director of the University of Arizona Office of Economic and Policy Analysis. Beginning July 1, Leslie Tolbert will be the university's vice president for research, graduate studies and economic development, replacing Richard Powell upon his June 30 retirement.

Arizona's investment and technology communities are the anticipated winners from the state legislature's recent passage of a tax credit encouraging angel capital investments in start-up Arizona tech firms.

Upbeat revenue forecasts and shared economic principles have Republican governors in four states requesting more funds for higher education tied to performance metrics or workforce outcomes. The budget agreement reached by Texas lawmakers earlier this week includes $50 million in new funds to provide grants to technology companies for research and commercialization activities under the Emerging Technology Fund (ETF). A bill to address accountability and transparency of the fund was passed in the House, but later removed from the Senate calendar despite controversy surrounding the decision-making authority of the grants.

Tony Grindberg, executive director at the NDSU Research and Technology Park, has announced his resignation effective Sept. 30. He has accepted a position as the business unit manager for the Aerospace Business Unit of Appareo Systems, LLC. Appareo Systems is headquartered in the NDSU Research Park on the NDSU campus. Grindberg has been with the NDSU Research Park for the past 10 years.

Voters in 37 states will decide on more than 170 ballot measures this year, many of which are related to tech-based economic development (TBED). Tax measures seem to be dominating ballots this year, with questions relating to both decreases and increases for sales, property and income taxes. Several states are counting on voters to agree to temporary increases to help fill budget deficits and ensure steady funding for education.

The Obama administration announced winners of the Advanced Manufacturing Jobs and Innovation Accelerator Challenge on Tuesday. The challenge — publicized earlier this year — is one of the key initiatives of the interagency Taskforce for the Advancement of Regional Innovation Clusters and is sponsored by a partnership between the U.S. Department of Commerce, the National Institute of Standards and Technology, the Departments of Energy and Labor, and the Small Business Administration.

As evidenced in the recent presidential debates and on the campaign trails, STEM teaching and learning is a national priority for maintaining global competiveness. Several universities and foundations have taken the lead, working with partners to design innovative learning tools and create research-based, professional development support for new math and science teachers.
