Arizona Steps Away from Core of TBED Strategy

Facing a $1.6 billion budget deficit, Arizona legislators set their sights on the state's three-year old 21st Century Competitive Initiative Fund. A group of four Republican lawmakers led the effort to remove the program's $22.5 million from the 2009 state budget, which was signed by new Governor Jan Brewer last week. The fund was started under former Democratic Governor Janet Napolitano, who recently left office to join the Obama administration as secretary of Homeland Security.

In January, Rhode Island's Tech Collective announced the creation of BioGroup, a subsidiary to focus on the needs of the state's life science industry. The new organization will serve as the state affiliate to the Biotechnology Industry Organization (BIO).

Science Foundation Arizona Improves Tracking of Impact and Statewide Innovation

In 2006, three Arizona CEO groups joined forces to create Science Foundation Arizona (SFAz), a nonprofit public-private partnership charged with making strategic investments to support university research, new high-tech businesses, K-12 STEM education and to leverage outside investment. The state provided public support for these efforts through the 21st Century Fund, which in its first year included $35 million for SFAz's grant programs.

Making the single largest TBED related investment in its history, the Arizona legislature approved and Gov. Janet Napolitano signed the state's FY 2006-07 budget, which includes $35 million for the new Arizona 21st Century Competitive Initiative Fund. HB 2477 is the successor in concept to the Innovation Arizona fund proposed by Gov.

While the Tucson area is growing rapidly, surpassing one million residents last fall, regional economic development officials are concerned about personal income levels keeping pace with the growth. They argue that a highly-skilled and educated workforce within existing and emerging clusters is imperative to raise per capita personal income and to improve the region’s economic growth along with its burgeoning population.
