CA Legislature Approves Expansion of iHub Program

New legislation passed by the California legislature would expand the state’s Innovation Hub (iHub) program, which supports commercialization and entrepreneurship at a regional level. The program initially was launched in March 2010 through the state’s Business, Transportation and Housing Agency.

The field of technology-based economic development strives to provide opportunities and support for budding entrepreneurs and technology-based startups in hopes of strengthening our economies. But, policymakers and governments have much to gain directly from the pool of talented tech entrepreneurs. Technology startups are tapping into the $142 billion public sector market and are helping governments reduce costs and improve their services through innovative web applications and, in some cases, total system overhauls.

Oklahoma Gov. Mary Fallin announced that Jonna Kirschner, executive director of the Oklahoma Commerce Department, will serve on a transition team to establish a new workers’ compensation system. Vaughn Clark , the Commerce Department’s director of community development, was named as interim executive director.

CA Cluster Support Expands with Four New Innovation Hubs

The California Governor's Office of Business and Economic Development is preparing to launch four new Innovation Hubs (iHubs) across the state. iHubs, strategically placed within existing clusters, serve as centers of collaboration for regional economic development agencies, venture capitalists, incubators, and higher education to develop joint programming for entrepreneurship (see the September 4 issue).

MD, SC Boost Defense Industry Support in Budgets; TBED Proposals Released in AZ, MO

MD Approves Budget, University Unification Plan to Boost Baltimore Innovation Economy

Maryland legislators recently approved a $42.3 billion fiscal year 2017 spending bill that incorporates many of the funding levels included in Gov. Larry Hogan’s proposal. Gov. Hogan made education a main focus of his proposal, and the final bill would hold university tuition increases to no more than 2 percent. In addition, legislators formalized the growing strategic partnership between University of Maryland campuses in Baltimore and College Park.

New Developments in Capital: Strong Results Announced, New Funds Created

In the last month, major new developments have occurred in TBED capital programs. Launch Tennessee and Pittsburgh-based Innovation Works both announced positive findings about the growth of their startup investment ecosystems with $1 billion being raised by Tennessee startups from 2012 to early 2016 and over $279 million invested in Pittsburgh startups in 2015. Meanwhile in Ohio, both Youngstown-based and Cincy-based startups will see an influx of capital, while a new $150 million fund focused on stem cell companies and regions has been launched.

States Commit to Improve Economic Prosperity Through Increased Broadband Access

A month after a federal court ruled that high-speed Internet service can be defined as a utility, four states have announced commitments to expand high quality, reliable broadband services to rural areas and other underrepresented groups. Two Midwest states, Wisconsin and Minnesota, will provide funding to help support projects that improve access to broadband and spur economic prosperity.

Los Angeles Leads U.S. Metros in Manufacturing Jobs

The Los Angeles-Long Beach-Santa Ana metropolitan area is home to the largest number of manufacturing jobs in the country, according to data from the U.S. Bureau of Labor Statistics (BLS). Approximately 510,900 people are employed by manufacturing firms in the Los Angeles metro, about 100,000 more than in the Chicago-Joliet-Naperville area, which is ranked second for manufacturing employment. Other top metros include New York-Northern New Jersey-Long Island, Houston-Sugar Land-Baytown and Dallas-Fort Worth-Arlington.

TEDCO Announces State-Backed Investment Fund for Cybersecurity Companies

The Maryland Technology Development Corporation (TEDCO) announced that it received state-backing for its Cybersecurity Investment Fund (CIF) – a fund that helps companies across the state develop and commercialize new cybersecurity products. TEDCO will make investments of up to $100,000 to help companies achieve early technical milestones that are critical to the commercialization process.

CA, MN University Systems Take Different Approaches to Startup Support

Within the past month, two of America’s major research universities – the University of California system (first in total R&D expenditures, according to the NSF) and the University of Minnesota-Twin Cities (eleventh in total R&D expenditures) announced new funds to increase the rate at which their students, faculties, and researchers are able to commercialize their ideas into new businesses.

CA Gov Signs Bill to Offer Bachelor’s Degrees in ‘High-Demand’ Fields at Community Colleges

On September 28, California Gov. Jerry Brown signed SB 850 into law, which establishes a pilot-program that will allow 15 of the state’s community colleges to launch low-cost bachelor’s degree programs in vocational fields of high demand by state industries.

Universities Re-imagine Alumni Engagement With Angel Networks, Crowdfunding

Over the last several years, universities have been forced to reimagine ways that they engage with alumni beyond the traditional method of fundraising via alumni donations. These universities and their alumni associations want to increase alumni involvement and facilitate interactions between their high-achieving alumni, faculty, and students. Over this same time span, many universities have increased the size and scope of their entrepreneurship curricula and degree programs.

CA Community College Board of Governors Approves Comprehensive Workforce Plan for Middle-Skill Jobs

The California Community College Board of Governors unanimously approved a comprehensive workforce development plan to coordinate efforts across its 113-college system to help California close its considerable job skills gap, which is defined as the state needing one million workers credentialed for middle-skill jobs.

U.S. Venture Capital on Track for Historic Year

In the first three quarters of 2015, U.S. venture capital firms have invested $47.2 billion, more than the year-end totals for 17 of the past 20 years, according to new data from the National Venture Capital Association (NVCA) and PricewaterhouseCoopers (PwC). About $16.3 billion was invested in 1,070 deals in the third quarter, bringing the 2015 total to $47.2 billion in 2,239 deals. Investment activity is on track to reach its highest annual level since 2000, and the second highest year since the beginning of PwC’s Moneytree report.

Bay Area Council Releases Roadmap for Economic Resilience

In his 1962 State of the Union address, John F. Kennedy said, "The time to repair the roof is when the sun is shining."  Despite its foggy reputation, perhaps no region has had the sun shine on them more economically since that speech than California’s Bay Area. Currently, in spite of its strengths as a hub for talent, research, and innovation, the Bay Area lacks a cohesive and comprehensive regional economic strategy for sustaining economic growth, weathering business cycles and supporting shared prosperity.

Venture Investors Flock to Silicon Valley Biotech

Biotech is in the midst of an investment boom, at least in Silicon Valley. In the first quarter of this year, biotech firms in the region raised $574 million, the third highest quarter on record, according to data from PricewaterhouseCoopers (PwC) and the National Venture Capital Association (NVCA) and reporting by the San Jose Mercury News. This peak represents a 103 percent increase over the same quarter the previous year.

MN Adopts Equity Crowdfunding; MD Organizations Announce Partnership Crowdfunding Portal

Last month, Minnesota Gov. Mark Dayton signed the MNVest bill – an intrastate securities exemption that allows Minnesota-based companies and entrepreneurs to raise money through equity crowdfunding. To qualify for the exemption, businesses must show evidence of several requirements including being organized under state laws and that its principal office is located in Minnesota. Companies can raise capital from both accredited and non-accredited investors from across the state.

States Find New Ways to Expand Access to Higher Education

Forty-one states are spending less per student than before the 2008 recession, according to a recent study from the Center on Budget and Policy Priorities. As a result, more of the burden of higher education costs is being passed on to students, putting college out of reach for many. With state budgets still tight, many states are experimenting with new ways to make a college education accessible to all students.

Maryland Fund Aims for 40 New Discoveries a Year

A new fund established to capitalize on Maryland's leadership in R&D seeks to move 40 new discoveries and innovations out of the lab and into the marketplace each year through a partnership between the state and five universities. The Innovate Maryland initiative is seeded with $5 million in the FY13 budget with additional funds from the participating universities to provide grants to researchers. The Maryland Technology Development Corporation (TEDCO) will administer the fund.

CA Tobacco Tax for Cancer Research Losing by Slim Margin

Although official results may not be declared until July, a statewide ballot measure that would raise taxes on tobacco products to fund cancer research was losing by a vote of 50.4 percent to 49.6 percent, according to unofficial results reported Wednesday from the California secretary of state.

Maryland Passes Venture Capital Bill and Releases Innovation-Oriented Five-Year Plan

Last week, Maryland Gov. Martin O'Malley released the results of 18 months of work by the Maryland Economic Development Commission (MEDC), laying out the state's strategy for economic growth over the next five years. MEDC's five-year plan provides many economic development policy recommendations, but lists innovation, commercialization and entrepreneurship as the first three foundations for growth. Part of this strategy includes the implementation of InvestMaryland, a recently passed initiative that would generate more than $70 million for seed and growth stage companies.

Maryland Budget Supports Tech and Biotech Industries

In support of Gov. Martin O'Malley's Bio 2020 Initiative, lawmakers increased funding for stem cell research and provided $8 million in tax credits for biotechnology investments in the FY12 budget approved last month. Lawmakers also passed a bill providing a two-year eligibility extension for companies using the biotech tax credit and allocated $2.4 million to fund nanobiotechnology projects.
