Envisioned as a comprehensive state-level program to support an entrepreneurial ecosystem, the HI Growth Initiative was approved by lawmakers to diversify the state's economy and promote the development of high-growth, entrepreneurial businesses. Backed by Gov. Neil Abercrombie, the initiative has three main objectives focused on helping entrepreneurs commercialize intellectual property, access business mentors, network with global investors, and gain access to follow-on capital. Funds will be managed by the Hawaii Strategic Development Corporation.

This week, Colorado legislators approved the launch of an advanced industries acceleration program that would provide grants for proof-of-concept, early stage capital and retention, and infrastructure. HB 13-1001 would create the program, which would make $150,000 to $500,000 awards to support commercialization in key industries.

In comparison to most of its peer states, Colorado's workforce excels in educational attainment and entrepreneurship, according to the first Colorado Innovation Index. The index, published by the Colorado Innovation Network, evaluates Colorado's economy in relation to seven benchmark states, including Arizona, California, Massachusetts, New York, North Carolina, Texas and Utah. Only Massachusetts had a higher percentage of Bachelor's degree holders in its workforce, and only Massachusetts and New York had a higher percentage of graduate degree holders.

Louisiana and Texas voters approved measures to provide funding sources for student loans while voters in Colorado rejected a measure that would have temporarily increased taxes to offset cuts for public schools and colleges. Just three months after unveiling a statewide regional economic development plan, Gov. John Hickenlooper released a new version of the document that speeds up timelines and adds more specific measurable outcomes to the plan's 24 job creation strategies. Startup Colorado recently announced the launch of a new $200,000 fund to support events that strengthen the entrepreneurial communities across Colorado. The organization will issue grants to Colorado organizations planning events, seminars and contests that bring together startup communities, particularly those in the Denver-Boulder region, Colorado Springs and Fort Collins, according to the Denver Business Journal.

The U.S. Department of Defense Office of Naval Research has announced a $30 million investment in Energy Excelerator, an accelerator for cleantech companies within the Pacific International Center for High Technology Research (PICHTR). Energy Excelerator originally launched three years ago with $10 million in seed funding from the Department of Energy.

Oklahoma Gov. Mary Fallin announced that Jonna Kirschner, executive director of the Oklahoma Commerce Department, will serve on a transition team to establish a new workers’ compensation system. Vaughn Clark , the Commerce Department’s director of community development, was named as interim executive director.

Innosphere and the Colorado Enterprise Fund are joining forces to launch the Colorado Catalyst Fund, a $20 million community development venture capital fund. The model for the fund was drawn from existing community development venture funds established predominately on the East and West Coast, and will be the first of its kind in the state. The fund will be managed by the Community Development Venture Capital Alliance, which has formed or advised more than 40 of the 70 existing funds across the country.
