Hawaii’s Investment in State TBED Agencies to Increase Dramatically in Proposed Budget

Hawaii Gov. Linda Lingle has submitted her budget proposal to the state legislature for the fiscal biennium 2007-09, including significant increase in the amount allocated for certain state economic development entities. The High Technology Development Corporation (HTDC), a state agency that develops and supports Hawaii’s science and technology resources, would grow from average annual expenditures of $4.2 million in the 2005-07 biennium cycle to $9.8 million in the next cycle.

Governor's $30.5M New Economy Initiative Funded in Delaware

July has been a tech-friendly month for Delaware Gov. Ruth Ann Minner. On July 14, the Biotechnology Industry Organization (BIO) named her "BIO Governor of the Year," recognizing her contributions toward growing the state's biotechnology industry, one of the strongest concentrations in the country. Further attesting to her grasp of biotech issues, Gov. Minner also serves as a co-chair of the National Governors Association Biotechnology Partnership.

ISU's Research Park Provides Economic Boon to Iowa

A recent study by Iowa State University researcher David Swenson suggests the ISU Research Park's substantial and diverse economic activity bolsters Iowa's economy. Focusing on current tenants, Swenson's research shows that the park links directly to almost $88 million in total industrial output. Businesses that provide goods and services to park customers and employees are said to generate an additional $46.3 million in economic activity.

SBIC Bill Could Have $200M Impact on VC Availability

U.S. Senator Olympia Snow (R-Maine) recently introduced a bill to boost the flow of venture capital to small businesses by allowing tax-exempt entities, such as pension funds and university endowment funds, to invest in Small Business Investment Companies (SBIC) without incurring unrelated business taxable income.

$50M Biotech Initiative Proposed for Iowa

High-Tech Tax Credit Bill Renewed with Minor Revisions

Amid criticism from taxpayers, legislators in Hawaii agreed to renew the widely debated bill that extends high-technology tax credit for another five years, without a provision requiring the disclosure of companies that receive the credits, the Honolulu Advertiser recently reported.

Delaware Gov. Wants $34M for Tech-based ED

As promised in her 2004 State of the State Address, Gov. Ruth Ann Minner released a New Economy Initiative last week that includes several new elements to encourage economic growth in Delaware. The $34 million package is expected to generate at least $16 million more in federal and private match. Many of the elements of the plan were recommended by the governor's Strategic Economic Council.

Hawaii's Growth Strategy Focuses on Technology, New Economy

Earlier this month, Governor Ben Cayetano released The New Millenium Growth Strategy for Hawaii's Economy, an economic development plan to improve the state's performance in a knowledge-based economy. The 90-page report, penned by the Department of Business, Economic Development and Tourism, includes several new initiatives for developing and growing technology businesses as well as strengthening existing economic development efforts.
