Gov. Brad Henry unveiled the details of his fiscal year 2009 budget recommendation earlier this week, providing a substantial increase in funding to the state’s lead TBED agency and proposing a permanent funding mechanism for cutting-edge research through the EDGE Endowment.

 

Oklahoma is one step closer to positioning itself as a leader in sustainable energy production, with the creation of a $40 million Bioenergy Center. The legislature passed SB 510 at the close of the 2007 session last month, establishing the Oklahoma Bioenergy Center announced by Gov. July has been a tech-friendly month for Delaware Gov. Ruth Ann Minner. On July 14, the Biotechnology Industry Organization (BIO) named her "BIO Governor of the Year," recognizing her contributions toward growing the state's biotechnology industry, one of the strongest concentrations in the country. Further attesting to her grasp of biotech issues, Gov. Minner also serves as a co-chair of the National Governors Association Biotechnology Partnership.

Delaware

West Virginia University’s plan to develop strong research capabilities in a number of focused areas, creating hundreds of new jobs, may be completed in half the time originally anticipated. Gov. Bob Wise announced last week a $24.4 million funding package to jump-start the implementation of new research facilities and laboratories on the WVU campus.

Implementation of the Global Grid Exchange, a state-sponsored open public computing grid in West Virginia, is underway. Hewlett Packard will provide the infrastructure technology that will power the grid, an initiative of the West Virginia High Technology Consortium (WVHTC) Foundation.

In its second attempt to distribute $225 million across the state to local economic development projects, after a lawsuit successfully challenged the initial selection process, the West Virginia Development office is poised to award nearly $47.5 million to directly benefit several technology-specific initiatives.

Wrapping up its 2003 session earlier this month, the West Virginia State Legislature passed three bills designed to help build a technology-based economy.

Greg Main, Oklahoma's former secretary of commerce, has been named president and CEO of the Oklahoma Technology Development Corp., which runs the Oklahoma Technology Commercialization Center.

Oklahoma Governor Brad Henry has named Tulsa businesswoman Kathryn Taylor to serve as Secretary of Commerce. The position oversees the state's economic development, commerce, and  tourism activities. David Lopez, a retired officer of SBC Communications, will serve in the voluntary, unpaid position as the Governor's economic development advisor.

The Oklahoma Center for the Advancement of Science and Technology (OCAST) has provided the state an 8:1 return on its $78 million investment since 1993, according to From Concept to Commercialization, a new OCAST impact report, and accompanying press release. The state's leading organization for building a tech-based economy finds its client companies also have enjoyed a 90 percent survival rate.

The jury's still out on the appropriate role or effectiveness of most tax credits to encourage tech-based economic development (TBED), but most politicians and economic development practitioners believe their state is at a competitive disadvantage without at least a few breaks.

Oklahoma's Higher Education Day, when students and faculty are given the chance to discuss their concerns with the state legislature, recently provided a golden opportunity of sorts for Gov. Brad Henry. Held March 9 at the State House, the event enabled the governor to advocate support for a bond issue that would fund endowed chairs at Oklahoma's colleges and universities.

Kay Wade is the new president of the Oklahoma Professional Economic Development Council. Ms. Wade retains her position as director of the Center for Business Development at the Meridian Technology Center.

As promised in her 2004 State of the State Address, Gov. Ruth Ann Minner released a New Economy Initiative last week that includes several new elements to encourage economic growth in Delaware. The $34 million package is expected to generate at least $16 million more in federal and private match. Many of the elements of the plan were recommended by the governor's Strategic Economic Council.

Tech-based economic development remains high on the agendas of the most of the governors who gave State of the State or Budget Addresses this week. Selected excerpts are provided below:

A new energy initiative in West Virginia, Energy Village, aims to help grow the state's small and start-up energy and environmental technology businesses. Gov. Bob Wise announced $125,000 in funding for the initiative on Monday.

Sonya Buckner has resigned her position as director of the small business incubator for the Montgomery Area Chamber of Commerce to become vice president of special projects for the Oklahoma Chamber of Commerce. Douglas Jones will assume leadership of the Montgomery Incubator.

The Charleston Gazette reports Ron Hatfield, director of jobs development for the West Virginia University Institute of Technology's Technology Research and Development Corp., will also serve as the new executive director of the Upper Kanawha Economic Development Corp.

Judy McKinney-Cherry is the new director of the Delaware Economic Development Office.

John Wik, director of Delaware's economic development office, is resigning in September to pursue interests in the private sector.
