Andrea Lohneiss, community development director for Riverhead, N.Y., is leaving to become Suffolk County's commissioner of economic development.

Dr. Russell Bessette has been appointed to the Federal Homeland Security Science and Technology Committee. Dr. Bessette currently is the executive director of the New York Office of Science, Technology and Academic Research (NYSTAR).

It's particularly useful when your largest employer announces it will lay off up to 23 percent of its workforce – as many as 5,000 people in your community and 15,000 across the globe – during the next three years.

New York Governor George Pataki, in his 10th State of the State Address last week, outlined a variety of initiatives designed to further promote tech-based economic development (TBED) in the state. From refining the state's Empire Zones program and strengthening the manufacturing sector to making New York a leader in renewable energy and academic research, the governor's agenda is not short on TBED items.

With a $310 million commitment passed by the state legislature and as much as $200 million in additional support from the county government, the California-based Scripps Research Institute has agreed to locate its first branch or satellite office in northwest Palm Beach County, Fla. In return for the financial support, Scripps is to work toward employing as many as 545 workers on the site by 2011.

Tom Wallace has stepped down as president of the Tampa Bay Technology Forum.

With state revenues posting a surplus, Florida Gov. Jeb Bush used his 2006-07 budget proposal to make his largest request yet to support efforts to diversify the state's economy through technology-based economic development (TBED). In total, the budget provides $630 million for several new research-focused initiatives, business recruitment funds, and other economic development programs.

On Jan. 26, New York Gov. George Pataki and State Senate Majority Leader Joseph Bruno announced legislation to create a $200 million Biotechnology and Biomedicine Research Initiative through the New York State Charitable Assets Foundation.

Bruno unveiled a new funding program designed to recognize and support outstanding scientists and engineers who, early in their careers, show potential for leadership and scientific discovery in the field of biotechnology.

While Albany securing Sematech North has captured national attention in the TBED community for the past week, area leaders have been working for more than a year to forge a partnership toward regional technology-based economic development. That effort came to fruition in June when leaders of the Albany-Colonie Regional, Rensselaer County Regional and Schenectady County Chambers of Commerce announced the formation of the Tech Valley Chamber Coalition.

Lewis D. "Luke" Rich, a vice president and Western New York regional director for Empire State Development Corp., is taking early retirement at the end of the year.
