SSTI is partnering with other organizations to sponsor two conferences that will be of interest to the TBED community: the Regional Workforce Education & Training Best Practices Conference put on by the ASME Center for Engineering Entrepreneurship & Innovation and the Internationalization of Regional Innovation organized by the European-based Technopolicy Network.

 

On the heels of SSTI’s successful inaugural year awards program, recognizing exceptional achievements in approaches to improving state and regional economies through science, technology and innovation, we are pleased to invite applications for the 2008 awards cycle.
 
The purpose of the awards program is to showcase best practices across a broad spectrum of categories encompassing several elements that have been found in successful technology-based economies. The categories are:

SSTI often receives news and updates on programs that are improving our nation’s competitiveness through science, technology and innovation. In a deal ironed out earlier this month by Gov. Ted Strickland and legislative leaders, the state will move forward with an economic stimulus plan that borrows far less than the governor’s original proposal while using existing state revenue such as tobacco settlement funds to supplement the plan – a move that has prompted legislative action to secure control of the tobacco funds.

Many state and regional TBED organizations see federal laboratories as an integral partner in their efforts to promote technology development and commercialization. At least 22 of the leading state TBED organizations across the country have established partnerships with at least one federal laboratory to address a broad range of goals, according to a recent SSTI survey.

John Austin is the newly appointed executive director of the New Economy Initiative for Southeast Michigan.

Tom Cech announced he will return to the University of Colorado at Boulder next year to pursue laboratory research and teaching after eight years as president of the Howard Hughes Medical Institute.

The end of the space shuttle program in 2010 has many state and local governments uncertain about the future of the aerospace industry. A recent NASA report estimated that as many as 10,000 contractor jobs could be lost at spaceflight centers across the country by the time the program ceases operation. Florida's John F. Kennedy Space Center would be the hardest hit, with as many as 80 percent of its current workforce lost in the next 2-3 years.

With just about two weeks left to apply for the 2008 Excellence in TBED Awards, applications are already coming in, and while there is no prize for early birds, we’ll gladly accept your entry at any time. Excitement already is building for SSTI's 12th annual conference, Encouraging Regional Innovation, and we only published the "save the date" postcards last week! Past participants know SSTI's annual conference is the only event of the year to bring together so many thought leaders and practitioners from all aspects of TBED from every corner of the country and every type of organization, with such varied angles and perspectives on every issue. The Oct.

Beginning in 2003 with its $510 million investment to lure the Scripps Research Institute (see the Oct. 31, 2003, issue of the Digest), the state of Florida has drawn national attention over the past few years for its aggressive pursuit of major life science research institutions. This year, however, it looks like that strategy will have to be put on a temporary hiatus.

Excitement for SSTI's 12th annual conference is growing. Offering customized workspace such as wet laboratories and specialized research equipment is one of the many benefits provided by technology-focused incubators. Access to university research, business mentoring and administrative support services often accompany the reduced rent facilities with the goal of growing technology companies into successful, self-sustaining enterprises. Florida Gov. Charlie Crist paid a visit to Wall Street last week to celebrate the signing of a new law that will increase the state retirement fund's investment in high-tech industries. Under the new legislation, the Florida State Retirement System will dedicate up to 1.5 percent of the system's trust fund to technology and growth investments. The Miami Herald estimates that this could provide nearly $2 billion for high-tech industries in the state.
 

In the midst of a national economic downturn, coupled with stagnant to little growth in wages for even college-educated individuals, state efforts to build a qualified workforce and attract industries in emerging fields that pay above-average wages are crucial to ensuring economic growth.
 

Since the inception of the HOPE scholarship program in Georgia 15 years ago, the number of state-sponsored merit-based scholarship initiatives to increase the number of students attending in-state colleges and universities has increased throughout the country. One such statewide initiative, Florida’s Bright Futures Program, was established in 1997 and has since become the second largest merit-based scholarship program in the U.S. At the recent annual forum of the Association of Institutional Research held in Seattle, Dr.

The U.S. Department of Commerce's Economic Development Administration (EDA) recently announced Ben Franklin Technology Partners (BFTP) as the winner of the "Excellence in Technology-led Economic Development" award, as part of EDA's Excellence in Economic Development Awards 2008. BFTP, created in 1983, has regional offices in Lehigh Valley, Philadelphia, Pittsburgh and State College.

It's no wonder SSTI's Annual Conference presents such a broad range of perspectives and approaches to TBED each year, when our organization draws in active membership from organizations from all across the continent! For example, with the involvement of the Alaska Manufacturing Extension Partnership, SSTI now has active members in 47 states, the District of Columbia, and Canada.

Gov. Charlie Crist signed the fiscal year 2008-09 budget into law last week, allocating nearly $79 million for energy-related projects to increase research and stimulate development and commercialization of alternative and renewable energy sources throughout Florida.
 

A recent report by the Florida Legislature’s Office of Program Policy and Government Accountability (OPPAGA) recommends the state’s next steps to develop its biotechnology industry should include the creation of a privately managed early-stage capital fund for investing in start-up companies, to be financed by the Legislature.
