New York Governor George Pataki, in his 10th State of the State Address last week, outlined a variety of initiatives designed to further promote tech-based economic development (TBED) in the state. From refining the state's Empire Zones program and strengthening the manufacturing sector to making New York a leader in renewable energy and academic research, the governor's agenda is not short on TBED items.

A new study examining the post-Sept. 11 economy of New York argues the city's traditional approach to economic development, one which has banked on a few favored sectors such as financial and business services, is outdated and should be reconceived.

Hempstead (New York) Mayor James Garner was elected to serve as the 61st president of the U.S. Conference of Mayors during its annual meeting this week.

Stephen Jeffery has been appointed the new president/executive director of the Technology Association of Georgia.

Bill Todd, former CEO of the Georgia Research Alliance, has joined the staff of Gov. Sonny Perdue to work on special projects.

As more states settle into their 2003 legislative sessions, fewer Governors are giving Inaugural or State-of-the-State addresses. During the past 10 days, the Governors of Alaska, Delaware, Georgia, Maryland, Massachusetts, Vermont and Wisconsin offered outlines of their priorities for the coming year(s). The following excerpts are directly relevant to building a technology-based economy.

Georgia

W. Glenn Cornell has been named commissioner of the Georgia Department of Industry, Trade and Tourism.

Nearly $1.5 million in grants from the OneGeorgia Authority will go toward specific initiatives promoting technology-based economic development in Georgia. The awards are part of almost $7.5 million in grants and loans being awarded to 16 of the state's most economically distressed communities.

To expand on the state's Centers of Innovation strategy, Gov. Sonny Perdue announced in November the creation of the Middle Georgia Aerospace Innovation Center (MAIC). The center is comprised of numerous partners, including the Georgia Department of Industry, Trade & Tourism's Office of Science and Technology, the University System of Georgia, private institutions and companies, and the Warner Robins Air Logistics Center (ALC).

On Jan. 26, New York Gov. George Pataki and State Senate Majority Leader Joseph Bruno announced legislation to create a $200 million Biotechnology and Biomedicine Research Initiative through the New York State Charitable Assets Foundation.

Kathleen Wise is the new Director of Programs for the New York Office of Science, Technology and the Advancement of Research. She fills the position vacated this summer by Keith Servis.

Temi Bova is the new director of Union College's U-start technology business incubator in Schenectady, N.Y.

Earlier this week, New York Governor George E. Pataki and NY Senate Majority Leader Joseph L. Bruno unveiled a new funding program designed to recognize and support outstanding scientists and engineers who, early in their careers, show potential for leadership and scientific discovery in the field of biotechnology.

While Albany securing Sematech North has captured national attention in the TBED community for the past week, area leaders have been working for more than a year to forge a partnership toward regional technology-based economic development. That effort came to fruition in June when leaders of the Albany-Colonie Regional, Rensselaer County Regional and Schenectady County Chambers of Commerce announced the formation of the Tech Valley Chamber Coalition.

Lewis D. "Luke" Rich, a vice president and Western New York regional director for Empire State Development Corp., is taking early retirement at the end of the year.

Ellis Rubinstein, former editor of the magazine Science, has been appointed to serve as Chief Executive Officer of the New York Academy of Sciences.

Jack Spencer is the new president of the Georgia Biomedical Partnership.

Cian Robinson, executive director of Infotech Niagara, has left the position to consult privately.

More than $11 million in two New York State Assembly grants will support several new incubators for Brooklyn and Queens. The investments were recently announced by Assembly Speaker Sheldon Silver and Assembly members representing the two boroughs.

James Hayward, CEO of a biotech materials supply company, has been named the first chairman of the Long Island Life Sciences Initiative. Joseph Scaduto is serving part-time as the new executive director for the group.
