The Kansas Technology Enterprise Corporation (KTEC) has announced the launch of a statewide trade association to provide support to Kansas' software and information technology industry. The nonprofit has been registered with the state as the Software and Information Technology Association of Kansas (SITAKS) and is designed to support Kansas software, information technology and telecommunications companies.

Technology-focused incubators are an important component to fostering entrepreneurial development in a region by nurturing businesses in the earliest stages of development and helping them grow into larger companies that employ high-wage workers and bring new technologies to the market. The following select announcements provide an overview of new incubators from across the nation, illustrating the vital role of entrepreneurial development in growing high-tech regional economies.

For many states facing a challenging budget year, level funding for science and technology is welcome news to the tech-based economic development (TBED) community. With the passage of the American Recovery and Reinvestment Act earlier this year, governors are seeking solutions to stimulate their respective states' economies through new and expanded programs within specific priority areas.

Virginia lawmakers passed a bill last month supporting the state's bioscience industry and providing incentives to investors for bioscience and advanced technology commercialization. The legislation comprised all of the top recommendations from the 2008 Joint Legislative Subcommittee on the Biosciences.

In the midst of a national economic recession contributing to a record number of job losses in traditional industries, forward thinking states are exploring ideas and committing funds to help grow and diversify their economies and strengthen their renewable energy portfolios.

Offering some good news for universities and companies looking for funding, the National Science Board (NSB) has recommended the elimination of any evidence of voluntary cost share from most grant proposals to the National Science Foundation (NSF). However, the board recommended mandatory cost matching should be reinstated in a handful of initiatives, including its Engineering Research Centers (ERC) program, its Industry/University Cooperative Research Centers (I/UCRC) program, and its EPSCoR program.

A full week after the Administration's budget request was released, NSF made available details on the foundation's $7.05 billion request. With the new information, SSTI is presenting below its summary regarding the NSF budget proposal's impact on programs of importance to state and regional TBED efforts. Earlier this year, Congress and President Obama, seeing an opportunity to stimulate the economy while improving the nation's digital infrastructure, set aside $7.2 billion for broadband programs in the 2009 Recovery Act (read SSTI's analysis of the Recovery Act in the February 19 issue). Gov. Pat Quinn recently signed into law a six-year, $31 billion Jobs Now plan and smaller capital bill supporting science and technology research and commercialization and broadband deployment. The Illinois Department of Commerce and Economic Opportunity (DCEO) will administer several of the grants.

Silicon Valley, a region often looked to for trends in the technology field, is expected to see a rise in the number of new high-tech incubators and the expansion of existing incubators in the coming months. A recent Wall Street Journal article points to these openings as a sign of revival for technology startup companies amid a relatively slow period last year as startup investment plunged during the recession.

Gov. Pat Quinn unveiled last week the FY11 capital budget outlining the state's progress on the $31 billion Illinois Jobs Now plan enacted last year by the legislature (see the July 29, 2009 Digest). The governor is seeking an expansion of the program, which includes new appropriations for green economy initiatives within the Department of Commerce and Economic Opportunity (DCEO).

Between 2003 and 2007 R&D spending at U.S. small businesses increased by 38.8 percent, according to a recent National Science Foundation InfoBrief. During that period the share of U.S. R&D done by firms with fewer than 500 employees increased from 17.9 percent to 18.7 percent. A group of inventors, academics and researchers presented an aspirational list of inventors' rights at the Association of University Technology Managers (AUTM) Annual Meeting held last week. The Academic Inventors' Bill of Rights includes protections for researchers and students to prevent onerous university intellectual property policies and lack of transparency from preventing successful commercialization. $11.4 Million in Grants Available for Sustainable Software Communities
