Kathy Collins has been appointed as the Wisconsin Entrepreneurs’ Network (WEN) regional director in Madison. Previously, Collins worked as the technology and financial development manager in the Commerce Division of Business Development.

Ron Cox has been appointed as the assistant dean for economic development in the engineering college at Iowa State University. He retains his current position as director of CIRAS, the Center for Industrial Research and Service.

Utah Governor's FY11 Budget Includes $30M for USTAR

Gov. Gary Herbert unveiled last month an $11.3 billion spending plan for FY11 that maintains level funding for higher education and slightly reduces funding for the Utah Science Technology and Research initiative (USTAR). The governor's FY11 budget plan addresses a $693 million shortfall, which is spread across FY10-11 and anticipates $34 million in state revenue growth during the next year.  Read more ...

NSF Director Leaving for Purdue Position

Arden Bement, head of the National Science Foundation since his appointment as acting director in early 2004 and permanent director in November of that year, will become director of the new Global Policy Research Institute at Purdue University, effective June 1. Bement served as director of the National Institute of Standards and Technology from 2001 to 2004.

NSF directorships are Presidential appointments with six-year terms. Bement's term would have expired in November, 2010. The White House has yet to name Bement's successor.

Research Parks RoundUp

Often credited with contributing significant revenue to states' economies, research parks also house facilities for workforce training and provide resources for tech-based industries, which is especially important as the nation's employment begins to pick up steam. In West Virginia, officials are building a $15 million advanced technology-training center at the state-owned research and technology park, and in Utah, officials recently broke ground on a building that will house engineers and analysts working on the nation's Intercontinental Ballistic Missile program.

Funding for Economic Clusters Among Utah Governor's Proposals

Building on the state's seven economic clusters identified to grow the economy through targeted investments in emerging industries, Gov. Gary Herbert is asking lawmakers to provide $500,000 in FY12 to plan and identify for additional projects. The Utah Cluster Acceleration Partnership (UCAP) is a collaboration of leaders from industry, state government, higher education, and workforce charged with developing strategies to develop industry-driven education and training services, leverage resources from higher education to accelerate industry clusters, and identify best practices.

Indiana University Launches $10 Million Venture Fund

Indiana University is launching a $10 million venture capital fund to invest in technology companies coming out of the university. Half of the fund will be dedicated to seed- and early-stage companies, while the other $5 million will support later-stage firms. Robert Fritzinger has been named the director of the new SUNY Fredonia Business Technology Incubator.

Ioanna Morfessis, a consultant from Phoenix, was unanimously appointed as the executive director of the Rhode Island Economic Development Corporation by the board of directors. Morfessis is expected to start work in January, and will serve as acting director until the Senate confirms her appointment.

Kenneth Kahn will be the Avrum and Joyce Gray Director of the Burton D. Morgan Center for Entrepreneurship at Purdue University, effective Jan. 1. In addition to directing the center, Kahn will be a professor in the university's Department of Industrial Technology.

Publisher's Note: SSTI notes with much sadness the March 5 passing of Indiana State Sen. David Ford, following a battle with pancreatic cancer. David was a good friend not only of SSTI's, but also of the tech-based economic development community across the nation. In addition to being a tireless and cheerful advocate for investing in science and technology, he was also a gentleman in the true sense of the word, and we miss him greatly.

The Beaver County (Pa.) CO-OP announced it will change its name to StartingGate. The incubator will continue to assist entrepreneurs and new business start-ups and help expand existing businesses.

Joe Dedman was chosen as the first executive director of the Southeast Indiana WIRED.

Brian DuBoff was named the director of Maryland's southern region Small Business Development Center, which is hosted by the College of Southern Maryland.

Regional TBED Strategies: New Announcements, Past Experiences and Some Thoughts

Over the last few months, three states have announced new strategies to encourage regional tech-based economic development. Several states have experimented with how best to support or encourage regional TBED in the past, resulting in both successes and failures. In some cases, state sought partnerships at the local level in the creation of new programs while other states took a more hands off approach, such as providing seed funding to create regional technology councils.

Indiana Initiative Targets Advanced Manufacturing and Logistics

A new initiative to target and promote Indiana's manufacturing and logistics sector will do so in a similar manner to the 2002 BioCrossroads initiative that aided in transforming the region’s life sciences industry, the Central Indiana Corporate Partnership (CICP) recently announced.
