KY Launches Public-Private Broadband Initiative, IA Plan Again Faces Uncertainty

Kentucky Governor Steve Beshear announced the creation a new public-private partnership to support the development of a statewide, fiber broadband infrastructure with a focus on supporting economic and social prosperity across the commonwealth. The ambitious initiative would provide the entire state with high-speed internet – with the first components scheduled to be operational in less than two years. When completed, the more than 3,000 miles of fiber will be in place across the state.

AdvanceKentucky Accelerates MSE Learning for State’s High School Students, New Research

AdvanceKentucky continues to demonstrate its ability in Kentucky schools to dramatically increase access to and accelerate successful learning in rigorous math, science and English (MSE) courses, as shown by qualifying scores on Advanced Placement exams, according to a new research reported undertaken in 2014 by the Kentucky Center for Education and Workforce Statistics. AdvanceKentucky was particularly effective for students from underrepresented populations.

Delta Regional Authority Forms 35-Member Public-Private Research, Innovation Consortium

The Delta Regional Authority (DRA) announced the establishment of a consortium for research and innovation that is intended to have a long-term positive economic impact on the region. The 35-member consortium will be comprised of universities and other private and public institutions in eight states – Alabama, Arkansas, Illinois, Kentucky, Louisiana, Mississippi, Missouri, and Tennessee.

This week we continue our series on state legislation pertaining to the innovation economy that has been enacted this year around the country. This second installment of the States of Innovation 2017 series deals with free tuition.

This week we continue our series on state legislation pertaining to the innovation economy that has been enacted this year around the country. This second installment of the States of Innovation 2017 series deals with free tuition.

A number of states took action to increase the education and skills of their workforce by implementing free or greatly reduced tuition programs at either community colleges or state colleges. The move to increase access to higher education while not new, took up increased urgency this year. With Arkansas, Florida, Kentucky, New York, North Carolina, Rhode Island and Tennessee all taking action this past year, Maine and North Carolina were among others considering other options but as of today’s publication not moving the proposals forward.

States launch cybersecurity efforts focused on building 21st century workforce, NIST releases cybersecurity framework

Cybersecurity efforts have been increasing across the country. In July, Virginia Gov. Terry McAuliffe, who also serves as chair of the National Governors Association (NGA), announced that 38 governors signed A Compact to Improve State Cybersecurity – a multi-state, coordinated cybersecurity effort focused in three areas that will

  • Enhance state cybersecurity governance;
  • Prepare and defend their states from cybersecurity events; and,
  • Grow the nation’s cybersecurity workforce.

The compact was the culmination of McAuliffe’s Meet the Threat: States Confront the Cyber Challenge. In addition to the compact, new cybersecurity-focused economic development efforts have been launched in several states including Delaware, Kentucky, and Wyoming. Meanwhile, NIST has released a cybersecurity workforce framework intended for use by all sectors in the states

Delta Regional Authority Releases Economic Development Strategy for 252 Counties Across Eight States

The Delta Regional Authority  (DRA) released the Regional Development Plan III (RDPIII) – an economic development strategy to help guide DRA’s 252-county region’s economic growth over the next five years. Montreal Mayor Announces 77.3M USD Smart City Startup Fund

Montreal Mayor Denis Coderre launched Capital Intelligent Mtl – a 100 million CD (77.3 million USD) investment fund aimed at smart city startups and established businesses offering solutions to urban challenges that also will spur job creation in Montreal. The new public-private partnership will backed by 23 founding organizations including venture capital firms, financial institutions and corporations that have pledged over 100 million CD in private capital to establish the fund.

Canada Releases Innovation Agenda Areas of Action, Website for Public Input

NY proposes free college tuition; KY launches new program

Two states are looking to make college more affordable through state programs aimed at decreasing or eliminating tuition costs. The New York legislature will decide the fate of a new proposal for free tuition at its state universities for middle income earners there, while in Kentucky students may be eligible for financial aid through the Work Ready Kentucky Scholarship Program.

Cleveland Fed: Use Sector Partnerships to Address Employment Needs

Opportunities for successful workforce development partnerships exist across a variety of industries and geographies, according to a recently released report from the Community Development Department at the Cleveland Fed. The report, Addressing Employment Needs through Sector Partnerships, includes five case studies from throughout the Federal Reserve’s Fourth District, which contains Western Pennsylvania, Eastern Kentucky, the panhandle of West Virginia and all of Ohio. Although sector-based initiatives have been around for quite some time, the Workforce Innovation and Opportunity Act, whose final regulations became publicly available in June 2016, places a strong emphasis on aligning education and job training with employer needs, according to the report’s authors Kyle Fee, Matt Klesta, and Lisa Nelson.

Tech Talkin’ Govs, Part VI: FL defends economic approach, KY calls for outcomes-based education funding

The last of the state of the state addresses are trickling in, with Florida’s governor this week making the case for the state’s economic development organization and business incentives, which the Florida House of Representatives have targeted for elimination. Last month Kentucky Gov. Matt Bevin called for education reform and highlighted the competition for state funds in workforce development. Ohio and Louisiana’s governors are scheduled to deliver their remarks in April.

U.S. companies investing in foreign R&D

U.S. companies spent 18 percent of their research and development dollars outside of the United States in 2013, according to data recently released by the NSF. The $73 billion in foreign R&D is concentrated in the information industry, pharmaceuticals, semiconductors, and automobiles and parts. Those four industries accounted for 52 percent of all foreign R&D performance by U.S.

Depending on Definitions, Canada’s Tech Sector Bigger Than Anticipated

A recently released report finds evidence that Canada’s tech sector – when properly defined – plays an important role in the nation’s economy. In The State of Canada’s Tech Sector, authors Creig Lamb and Matthew Seddon develop a definition of the tech sector based on those industries employing an oversized share of technology occupations. Ultimately, they suggest that the sector is responsible for $117 billion (88.9 billion USD) in economic output, roughly on par with finance and insurance and construction as a percent of total GDP (7.1 percent).

One of the recurring characteristics of entrepreneurs, based on numerous biographies and case studies, is a driven self-confidence that may border, in some circles, as excessive or even narcissistic. Closer scrutiny, of course, shows there is no such thing as the “self-made” person, but entrepreneurship still is described often as a heroic, lone-wolf quest. Is it paradoxical to advocate for and even expect mentoring and “how to” entrepreneurship training to work? Wouldn’t “real” entrepreneurs leading promising startups succeed without the advice? A recent working paper describes an experiment that attempted to address this issue.

KY, NH Launch New Workforce Programs to Address Industry Needs

Kentucky and New Hampshire recently have announced job training initiatives to address the needs of key industries at both the local and state levels. The Kentucky Work Ready Skills Initiative, a $100 million statewide bond program, is intended to meet “the needs of employers and promote sustainable incomes for Kentuckians.” Meanwhile, the launch of New Hampshire’s Manufacturing Sector Partnership, a statewide collaboration for industries to address their workforce needs, was announced.

Australia Seeks to Boost Economy With $800M Investment in Innovation

Australian Prime Minister Malcolm Turnbull announced a suite of new policies and investments aimed at catalyzing the nation’s economy through science, innovation and entrepreneurship. The National Innovation and Science Plan would fund university research, invest in K-12 and university STEM programs, limit the financial risks of entrepreneurship, invest in technology commercialization programs, and introduce a new class of visa for entrepreneurs. The changes would also enable equity-based crowdfunding and provide tax credits for early stage investment.

Recent Research: Best Practices in Rural Economic Development

Growth Dashboard Highlights Startup Growth in UK Regions
