ConnectKentucky, a public-private partnership leading efforts to accelerate broadband availability and technology literacy throughout the Commonwealth, has formed a national umbrella organization called Connected Nation. In addition, René True has joined ConnectKentucky as director of operations, and Brent Legg has been added as director of state and local initiatives for Connected Nation

Former New Mexico Gov. Garrey Carruthers (1987-1990) has been named vice provost for economic development at New Mexico State University.

The pace for new advances in science and technology has quickened significantly over the past 10 years -- so much so that companies are challenged to stay current with the latest innovations. Entire new fields such as nanotechnology are being created while products introduced this week may be obsolete before the year is out.

According to Gov. Ernie Fletcher, Kentucky is on the wrong side of a widening digital divide as the Commonwealth ranks 44th in its proportion of high-tech companies, 45th in household computer use, and 43rd in citizen Internet use. To help improve these figures, the governor has called for a broadband deployment and adoption plan that will leverage state, federal and private investment to have full, statewide broadband deployment by 2007.

The Alaska MEP, a new nonprofit entity formed by the Alaska Native Arts Foundation and the Anchorage Economic Development Corporation, has named Robert Pope as the first Interim Director.

The Bullitt County Economic Development Authority of Kentucky has named Bob Fouts as interim director.

Larry Willard, president of the University of New Mexico Board of Regents, is leaving the position to become chairman of the New Mexico Economic Development Corp.

Increased funding for equity investments and a new university-industry R&D partnership program are among the pieces of legislation New Mexico Governor Bill Richardson signed this week, greatly expanding New Mexico's portfolio of programs to grow a tech-based economy. Most of the initiatives were included in the economic development agenda Gov. Richardson outlined during his first State of the State address in January. They are:

A technically-skilled workforce is one of the elements required for a tech-based economy, so the issue of stopping the brain drain is of critical importance to some regions and states.  The choice for some states, it has been observed, is to turn into retirement homes or to retain their college graduates; in short, to avoid losing their minds.  Maine, Ohio, and Pennsylvania are just a few of the states that have been looking at the issue.

Kentucky Governor Ernie Fletcher joined National Aeronautics and Space Administration (NASA) officials earlier this month to announce a partnership in support of the Moon-Mars initiative. The agreement pairs the Kentucky Science and Technology Corp. (KSTC) with the nation's principal agency for space exploration.

Kentucky Governor Ernie Fletcher has named Derrick Ramsey as deputy secretary of the Commerce Cabinet.

Deborah Fleischaker has been appointed deputy secretary for the New Mexico Department of Economic Development.

The Association of University Research Parks has recognized Sandia National Laboratories for the 2003 Excellence in Technology Transfer Award. Over the past five years, Sandia has participated in 183 new cooperative research and development agreements with industry partners to jointly develop technology that is incorporated into commercial products.

Buddy Buckingham, director of regional planning at Murray State University, will serve as interim director of the new MSU Innovations and Commercialization Center. Buckingham also currently serves in the Kentucky General Assembly.

Randy Burge has announced his resignation as director of the New Mexico Department of Economic Development's Office of Science and Technology. Mike Orshan will serve as acting director beginning Sept. 29.

With a combined annual research budget totaling $4.8 billion, New Mexico's 12 largest research facilities signed a Memorandum of Agreement on May 30 to help turn intellectual property into jobs for New Mexicans. Members of the newly formed New Mexico Technology Research Corridor (TRC) include:

As states and communities consider how to build a tech-based economy, the prospects of centering efforts around hydrogen fuel cell technology has become an increasingly appealing option. Fuel cells may have huge implications for the future, and the technology already is the focus of some states' multi-billion economic development strategies.

Gov. Bill Richardson has appointed his chief of staff, David Harris, to serve as executive director of the New Mexico Finance Authority.

New and re-elected Governors gave inaugural addresses in Alabama, Oklahoma, Pennsylvania, South Dakota, Tennessee and Texas during the past 10 days. Additionally, State of the State addresses were made in Hawaii, Montana, Nevada, New Mexico, Ohio, South Carolina, South Dakota and Utah. Building tech-based economies remains a high priority for many Governors, as evidenced in the following:

Sixty-nine percent of Kentucky businesses use computer technology to handle some of their business functions, but only 36 percent use the Internet and little more than 20 percent have a website, according to a report released by Governor Paul Patton's Office for the New Economy. Kentucky Prepares for the Networked World, which details computer, Internet and website use among the state's businesses, shows more than 50 percent see "no need" to use the Internet.

At the University of New Mexico, Avi Shama has been named Special Advisor to the President on Economic Development. The new position will encourage, coordinate and promote economic development activities of various UNM units.

Bill Richardson, Governor-elect of New Mexico, has named Rick Homans as secretary of the state's Economic Development Department.

Several state and regional economic development strategies have been released this summer. All recognize the important role of research, science and technology in building tech-based economies. Two states are highlighted this week. 

In the last days of a special legislative session, the New Mexico Legislature unanimously passed two technology tax credit bills. Entitled the “Technology Jobs Tax Credit Act” and the “Laboratory Partnership with Small Business Tax Credit Act,” these measures are intended to assist New Mexico’s technology-based businesses with the development of increased research investments and laboratory partnerships, especially in rural areas.
