The Louisiana Emerging Technologies Center announced Arthur Cooper will serve as its first executive director.

Don Hutchinson is the new director of the Mayor's Office of Economic Development for the city of New Orleans.

Louisiana Gov. Kathleen Blanco has appointed Michael Olivier to serve as Secretary of Louisiana Economic Development. Olivier was president and CEO of the Harrison County Development Commission in Gulfport, Miss., for 17 years.

Two years following its creation, the Louisiana Technology Fund has $2.3 million to help the early-stage technology companies for which it was intended, the Baton Rouge-based Advocate reported earlier this month. The fund stems from 2002 legislation that revived Louisiana's Certified Capital Companies (CAPCOs) program.

Janet Yancey-Wrona, director of the Maine Technology Institute (MTI), has been named the Governor's Science and Technology Advisor and the first Director of Innovation for the Maine Department of Economic and Community Development. In her new position, Dr. Yancey-Wrona will oversee the state's research and TBED activities, including MTI, the business incubator program and Maine EPSCoR initiative.

While the federal government supports fuel cell research, nearly every state across the country has taken a more active role in advancing the development and commercialization of fuel cell and renewable energy technologies, according to two recent reports from the North Carolina State University Solar Center. A web-based directory of more than 875 state and federal initiatives managed by the center helps prove that point.

Maine

Betsy Biemann will be the new director of the Maine Technology Institute, pending legislative confirmation in January. Biemann currently serves as an associate director at The Rockefeller Foundation.

Many minority population groups are historically underrepresented in science, technology, engineering, and math (STEM) fields. This is particularly true of the country's Latino population, one of the fastest growing segments of the U.S workforce. As a result, several state and regional tech-based economic development programs are looking for ways to broaden participation in STEM fields. A recent evaluation of a Texas program finds encouraging results, perhaps suggesting a model for others to replicate.

Gov. Rick Perry announced last month a long-term, strategic job creation plan that will focus state efforts on six industry clusters that economists say will be the engine of future job creation and economic growth in the U.S. Although the state already has an advantage in terms of a growing workforce, the key is retaining workers that are skilled and trained in emerging technology fields, the governor said.

Norma Grace, vice chancellor for technology and economic development at the University of New Orleans, has been elected as the 2004-05 president of the Association of University Research Parks.

Laurie Lachance recently was named the next president of the Maine Development Foundation, Maine's economic development policy organization. Lachance is a former economist for the Maine State Planning Office.

Louisiana Gov. Kathleen Blanco appointed state bond commisssion director Sharon Perez to serve as undersecretary for the Louisiana Department of Economic Development, and Secretary Michael Olivier named Dane Revette director of the agency's energy cluster.

The Sacramento Regional Technology Alliance is losing its executive director as Clare Emerson has announced she is relocating to oversee AEA's Texas office.

Maine Governor John Baldacci has nominated one of his senior policy advisors, Jack Cashman, to become Commissioner of the state Department of Economic and Community Development. Cashman formerly served as a Democratic state representative from Old Town.

As many states are striving to increase their academic research capacity in areas that will strengthen long-term economic competitiveness, the governor of the Lone Star State is pursuing an alternate course that closely resembles traditional business recruitment and retention models.

For Texas, the appropriate role for the state to serve in fostering economic development continues to evolve. With the passage of Senate Bill 275 earlier this month, the third organization in seven years will take the lead to encourage economic growth — this time with a strong focus on clusters and technology-based economic development.

An update to Louisiana: Vision 2020, a strategic plan to improve the Louisiana economy, calls for creating more quality jobs in the state's high growth sectors. First released by the Louisiana Economic Development Council in 1998, the newly revised plan also stresses the need to place increased importance on early childhood education, teacher quality and math and reading performance among high school students as keys to boosting student achievement.

Richard Greene, director of the Arlington Technology Incubator and former mayor of Arlington Texas, has been appointed regional administrator of the U.S. EPA.
