Louisiana Gov. Kathleen Blanco has appointed Michael Olivier to serve as Secretary of Louisiana Economic Development. Olivier was president and CEO of the Harrison County Development Commission in Gulfport, Miss., for 17 years.

Two years following its creation, the Louisiana Technology Fund has $2.3 million to help the early-stage technology companies for which it was intended, the Baton Rouge-based Advocate reported earlier this month. The fund stems from 2002 legislation that revived Louisiana's Certified Capital Companies (CAPCOs) program.

While the federal government supports fuel cell research, nearly every state across the country has taken a more active role in advancing the development and commercialization of fuel cell and renewable energy technologies, according to two recent reports from the North Carolina State University Solar Center. In a move to integrate technology and traditional learning, New Hampshire Governor Craig Benson introduced on Tuesday a four-year pilot program to bring laptop computers into classrooms. The program, Technology Promoting Student Excellence, is intended to provide wireless connectivity to all 7th-grade students and teachers from selected schools.

North Carolina took another step toward improving technology-based economic opportunity for its citizens when Gov. Michael Easley signed into law House Bill 1194 earlier this month. The bill creates the e-NC Authority, which will continue the work of the existing Rural Internet Access Authority for three more years, beginning January 2004.

More workers in North Carolina will be trained for jobs in biotechnology, thanks to the Golden LEAF Foundation's recent $60 million commitment to the emerging industry. In all, $64.5 million is going toward a training initiative, with North Carolina's biotech industry expected to contribute $4.5 million.

After months of analyzing data and hundreds of interviews, organizers of western North Carolina's Future Forward economic development strategy only await the study's approval by local governments. Future Forward is aimed at improving economic development conditions for 12 counties in the Western Piedmont and Mountains of North Carolina located in the 10th and 11th Congressional Districts — Alexander, Burke, Caldwell, Catawba, Iredell, Lincoln, Rutherford, Avery, Mitchell, Watauga, Wilkes and McDowell counties.

With the sustained depth of the recession, the IT crash, the rapid growth in unemployment and the speculative office construction craze of the late 1990s, one would expect office vacancies to climb and property lease rates to edge down in many cities. Following this thought further might suggest, with cheaper office space available, the need for publicly supported low-rent technology incubator space would decrease.

An update to Louisiana: Vision 2020, a strategic plan to improve the Louisiana economy, calls for creating more quality jobs in the state's high growth sectors. First released by the Louisiana Economic Development Council in 1998, the newly revised plan also stresses the need to place increased importance on early childhood education, teacher quality and math and reading performance among high school students as keys to boosting student achievement.
